  • [01] La Commission autorise une entreprise commune dans le domaine des télécommunications au Royaume-Uni entre Energis, Deutsche Telekom et France Télécom

    La Commission a autorisé un accord instituant une entreprise commune entre DTFT Ltd - elle-même entreprise commune détenue par Deutsche Telekom et France Télécom -, et Energis, l'entreprise de télécommunications britannique qui appartenait autrefois au réseau national. L'entreprise commune à parts égales "MetroHoldings Limited" (MHL) envisage de construire des réseaux locaux de télécommunications en zone urbaine au Royaume-Uni, le premier projet consistant à installer un réseau de fibres optiques à la cité de Londres. Cette société allouera la totalité de sa capacité des lignes de transmission à Energis et à DTFT en vue de la revente aux utilisateurs finals.

    [02] Tendance à la consolidation dans les banques européennes

    Un rapport d'Eurostat, l'Office statistique des Communautés européennes à Luxembourg, indique "un mouvement de changement continu et pratiquement pan- européen sur les marchés financiers - une tendance à la consolidation dans la structure bancaire". Le nombre total des établissements de crédit dans l'UE a été le plus élevé en 1992. Depuis, indique Eurostat, les chiffres ont baissé dans la plupart des pays membres à l'exception de l'Irlande. On trouve aussi, dans les données, le nombre d'entreprises par 100.000 habitants en 1996, ce qui fait ressortir l'importance du Luxembourg comme centre bancaire avec 53,5 contre une moyenne de 2,1 dans l'UE, suivi par l'Autriche avec un chiffre de 11,3. Le rapport ajoute que les intérêts et commissions perçus, divisés par le nombre d'établissements, donnent une certaine idée de la concentration bancaire au niveau national. La moyenne UE en 1997 était de 126 millions d'euros, l'éventail allant de 514 en Belgique à 16 en Finlande. L'emploi dans les banques en 1997 variait de 11, 3% de l'emploi total à Luxembourg à 1,1% en Suède, la moyenne UE étant de 1, 8%.

    [03] Commission proposes change to Transparency Directive

    The European Commission has accepted a draft amendment to the Transparency Directive 80/723/CEE. The amendment requires separate accounting for private and public undertakings active in both the reserved sector and the competitive sector. This draft will now be sent for consultation to the European Parliament, the Member States, the Committee of the Regions, the Economic and Social Committee and will further be published in the Official Journal for comments.

    [04] Commission grants € 20 million exceptional assistance to help NIS deal with effects of Russia crisis

    The European Commission decided to allocate an additional €20 million from the Tacis 1999 budget to help the eight New Independent States (NIS) most badly affected by the Russian economic crisis deal with its effects. The NIS concerned are Armenia, Azerbaijan, Belarus, Georgia, Moldova, Tajikistan, Kyrgyzstan and Ukraine. They will receive between € 1 million and € 4 million each for 24 projects in medical care, food assistance for the most vulnerable, including the elderly, the handicapped and children in orphanages, as well as internally displaced people. The funds will be disbursed by ECHO and managed by locally based international NGOs, including the International Federation of the Red Cross, the World Food Programme, the UN High Commission for Refugees and Save the Children. The Commission published a Communication on the impact of the Russian crisis on 20 January 1999 at the request of the Vienna European Council in December 1998; it was discussed by the Council of Ministers on 22 February 1999. Subsequently experts from the Commission visited the countries concerned to conduct a detailed needs assessment and draw up a list of projects.
