[01] EATA : la Commission adopte une décision importante dans le secteur
des transports maritimes de ligne
La Commission européenne a adopté une décision interdisant le 'Europe Asia
Trades Agreement' (EATA), un accord ayant pour objectif d'augmenter les
prix par la mise en œuvre d'un programme de régulation des capacités dans
le secteur des transports maritimes réguliers de marchandises
conteneurisées entre l'Europe du Nord et l'Extrême-Orient. La Commission
n'a jamais autorisé d'accord de régulation des capacités sur les trafics
d'exportation à destination de l'Union européenne, que ce soit en
provenance d'Asie ou des Etats-Unis. Bien que les parties aient mis fin à
l'EATA en septembre 1997, la Commission a décidé d'adopter une décision
formelle dans l'intérêt à la fois des conférences maritimes et des tierces
parties cherchant à obtenir réparation devant les juridictions nationales.
[02] Commission clears the acquisition of Safmarine Container Lines N.V.
(South Africa) by Maersk A/S (Denmark) in the liner shipping sector
The European Commission has decided to approve the acquisition of sole
control by Maersk A/S (Maersk) of Safmarine Container Lines N.V. (SCL).
Maersk is a holding company owning a number of Maersk Line container
shipping agencies around the world. Maersk is a member of the A.P. Møller
Group. SCL is the liner business of Safmarine, which is part of the South
African group Safren Ltd. SCL is a liner shipping operator mainly active on
North-South trades. The acquisition will not harm competition conditions on
the trade operated by the parties.
[03] La Commission autorise des accords conclus par Microsoft avec des
fournisseurs européens de services Internet
La Commission européenne a autorisé par une lettre administrative de
classement les accords d'octroi de licence conclus par Microsoft avec des
fournisseurs de services Internet (FSI). Microsoft a notifié formellement
ces accords à la Commission en février 1998. Dans la version notifiée,
Microsoft a supprimé toutes les dispositions qui auraient pu être
contraires au droit européen de la concurrence. M. Karel Van Miert, membre
de la Commission chargé de la concurrence, a donc envoyé à Microsoft une
lettre ne soulevant aucune objection à ces accords et les déclarant
compatibles avec le marché commun et le traité CE. Cette autorisation ne
couvre que les accords conclus entre Microsoft et les FSI ; la Commission
ne s'est pas prononcée sur le comportement général de Microsoft, en
particulier en ce qui concerne l'éventualité d'un abus de position
dominante.
[04] Commission clears the joint venture Scandinavian Mill Service
(Finland) in general maintenance services to the pulp and paper industry
The European Commission has decided to approve the joint venture between
three Finnish-based companies Valmet Oyj, Rauma Oyj and YIT-Yhtymä Oyj. The
joint venture, Scandinavian Mill Service, will offer general maintenance
services to the pulp and paper industry. From the outset, the joint venture
will be active in Finland. The Commission concluded that given the existing
competitors, in particular the AAB Group, the market position of the joint
venture is unlikely to raise competition concerns.
[05] Europartenariat Autriche 1999 et Partenariat Phare (Vienne, 10-
11/05/1999)
Environ 2500 petites et moyennes entreprises (PME) du monde entier
participent à Europartenariat Autriche 1999, qui est la première
manifestation du genre à avoir lieu dans ce pays, ainsi qu'au premier
Partenariat Phare, afin de réunir et d'explorer des possibilités de
partenariats, de co-entreprises, d'accords de franchise et d'accords
d'import-export. Plus de 20.000 réunions devraient avoir lieu entre les PME
visitantes et les 450 entreprises-hôtes d'Autriche et 120 entreprises-hôtes
de Bulgarie, de République tchèque, de Roumanie, de Slovaquie et de
Slovénie. L'objectif principal de la tenue de la manifestation
Europartenariat en Autriche est de stimuler le développement économique du
pays en encourageant la coopération entre les PME autrichiennes et leurs
homologues de l'Union européenne et d'ailleurs. Le Partenariat Phare vise à
renforcer la coopération, à offrir des opportunités intéressantes aux PME
des pays candidats à l'adhésion et à promouvoir la culture de l'entreprise
dans ces pays.
[06] Christos Papoutsis : "Hi-tech industries should be given special
attention"
Speaking today in Vienna at the inauguration ceremony of the
Europartenariat Austria 1999 and Phare Partenariat events, European
Commissioner Christos Papoutsis, responsible for Enterprise Policy, said
that the establishment of the euro is a "positive factor for job creation"
but it "will not be a miracle cure for solving all structural employment
problems", and considering that SMEs represent 67% of employment "we must
deploy special efforts in their favour". In this context, underlined the
Commissioner, hi-tech industries "constitute the key to economic
development and growth, are the future of the European economy and should
be given special attention by Governments and the Commission" by
encouraging "more investment in research and development and innovation,
especially in the new electronic sector, computer and communications
technologies".
