[01] Des scientifiques recommandent l'institution d'une autorité de
contrôle dans le secteur de l'alimentation et de la santé
Le rapport intitulé "A European Food and Public Health Authority : The
future of scientific advice in the EU" a été présenté la semaine dernière
par ses auteurs, trois membres du comité directeur scientifique de l'Union
européenne, au commissaire européen David Byrne, responsable de la santé et
de la protection des consommateurs. Les trois professeurs recommandent
l'institution d'une autorité européenne de l'alimentation et de la santé
publique (EFPHA). Cette nouvelle autorité doit être un organisme
indépendant reprenant plusieurs caractéristiques d'un modèle
interinstitutionnel (tel que l'OLAF), mais s'inspirant aussi de certains
éléments d'une agence telle que l'Agence européenne pour l'évaluation des
médicaments (EMEA). Ce modèle doit permettre d'éviter que la nouvelle
autorité soit isolée de la Commission, du Conseil et du Parlement européen,
afin qu'elle puisse interagir efficacement avec eux.
[02] Commission clears acquisition of BfG Bank by Skandinaviska Enskilda
Banken
The European Commission has decided not to oppose the acquisition of the
German BfG Bank by the Swedish bank Skandinaviska Enskilda Banken (SEB).
Both SEB and BfG Bank are active in a large number of banking activities
but the acquisition does not give rise to any competition concerns.
[03] Commission authorises acquisition by Schoyen and Goldman Sachs of
Swebus
The European Commission has authorised the acquisition of Swedish company
Swebus AB and its interests in its subsidiaries, which together make up the
Swebus Group, by the Norwegian company Schoyen Gruppen A/S and the American
company Goldman Sachs Group Inc. The acquisition will not lead to the
creation or strengthening of a dominant position and consequently does not
raise any competition concerns.
[04] 60 nouveaux projets associant éducation/formation, culture et
nouvelles technologies sélectionnés dans le cadre de l'initiative Connect
La Commission européenne a sélectionné 60 nouveaux projets sur les 267
soumis à la suite d'un appel à proposition (JO C133 du 13 mai 1999) au
titre de la nouvelle action Connect. Cette action finance des projets
associant la culture et les domaines de l'éducation et de la formation,
notamment en liaison avec la recherche et les nouvelles technologies. Les
projets retenus recevront un soutien de 8,399 millions d'euros.
[05] Le Conseil Transports s'engage résolument pour l'ouverture du
transport ferroviaire et appuie la présentation de la Commission sur le
ciel unique
Au cours de sa réunion des 9-10 décembre 1999, le Conseil Transports a
adopté par consensus des conclusions qui définissent précisément le cadre
dans lequel doit s'organiser l'ouverture du transport ferroviaire de fret :
elles prévoient notamment l'introduction d'un système de tarification
transparent, non discriminatoire et harmonisé pour les charges
d'infrastructure, des droits d'accès garantis pour les services de fret
international du réseau Transeuropéen de fret ferroviaire, ainsi que le
développement d'une stratégie pour améliorer l'interopérabilité du rail et
réduire les goulots d'étranglement. En outre, le Conseil a demandé à la
Commission de proposer un projet de directive sur le renforcement et le
développement de normes de sécurité pour les chemins de fer européens. Par
ailleurs, le Conseil a soutenu la communication de la Commission sur la
création d'un ciel unique européen, pour mettre fin à la hausse constante
des retards des vols. Il lui a demandé de lui faire rapport pour sa
prochaine réunion sur les travaux d'un groupe de haut-niveau, qu'elle
pourrait présider, réunissant les représentants personnels des ministres
des Transports.
[06] Protecting the European citizen against natural and technological
disasters: Council adopts EU action programme in the field of civil
protection
Margot Wallström, European Commissioner responsible for Environment,
Nuclear Safety and Civil Protection, welcomes the Council of Ministers'
final adoption of an EU action programme in the field of civil protection.
The five-year programme (2000-2004) has been allocated an amount of euro
7.5 million. The programme aims at ensuring the continuation of the action
programme 1998/1999. The EU programme is not intended to replace the Member
States' efforts in the field of Civil Protection. In accordance with the
principle of subsidiarity, the aim is to support and to supplement Member
States in order to make their initiatives more effective. In particular,
the programme allows for extensive pooling of experience at the national
level and for mutual assistance in case of need. Prevention of natural and
technological disasters and information to the citizen on the potential
risks and on the behaviour to adopt in case of accidents will constitute
the two key priorities within the new action programme. Other important
actions such as a major project on disaster medicine, the integration of
new technologies in the civil protection sector, and initiatives concerning
crisis management will also be carried out under this programme. Further
