[01] EU and Chinese negotiators to meet in Brussels for talks on Chinese
accession to the World Trade Organisation
On Monday 24 January, the European Union and China will begin two days of
bilateral talks on the terms for China's entry into the World Trade
Organisation (WTO). China's Vice Minister for Trade and chief WTO
negotiator, LONG Yongtu, will lead a team of negotiators from Beijing to
meet the Commission's negotiating team led by Hans-Friedrich Beseler, the
Director-General for Trade.
[02] New TACIS Regulation enters into force
Today, a new Regulation on the provision of assistance to the partner
States in Eastern Europe and Central Asia enters into force. The Regulation
sets the framework for euro 3.138 billion of assistance over the next seven
years (2000-2006). The countries covered by the regulation are Armenia,
Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia,
the Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.
[03] Anna Diamantopoulou participe au processus 'Royaumont' afin de
promouvoir le dialogue social et la société civile en Europe du sud-est
Anne Diamantopoulou, Commissaire européen responsable des Affaires sociales,
représentera la Commission à Salonique le 22 janvier lors d'une réunion des
Ministres du Travail des pays participant au processus 'Royaumont' pour la
démocratie et à la société civile en Europe du sud-est. La réunion
examinera les résultats d'une conférence internationale de la veille 21
janvier organisée par les Comités économique et social de l'Union
européenne et de la Grèce sur la société civile et le dialogue social comme
base pour le développement économique et social.
[04] EU probes thinning of ozone layer over Europe and Arctic
Philippe Busquin, European Commissioner for Research will today launch a
scientific campaign in Kiruna (north polar circle in Sweden) in order to
ascertain the extent of the problem. He declared today that "the European
Union has pooled resources with the United States, Japan, Russia, Norway,
Poland and Switzerland in the biggest field campaign ever, the Theseo
2000/Solve experiment". In fact, the ozone level over Europe is now about
6% lower than it was 20 years ago and losses of up to 50% per year have
been observed during the winters of the 1990s. End of November 1999, the
European Space Organisation's satellite ERS-2 detected abnormally low ozone
values over the United Kingdom, Belgium, the Netherlands, Northern Germany,
Denmark and the Baltic as well as over the entire Arctic. Scientists all
over the world try to find the reasons for these extremely low ozone
concentrations. Measuring campaigns like the one in Kiruna are necessary to
predict future developments and give a sound basis to political decisions.
[05] Protection of birds : Commission takes further steps against Spain and
the Netherlands
The European Commission has decided to make an application to the European
Court of Justice against Spain for failure to designate sufficient Special
Protection Areas (SPAs) according to the Wild Birds Directive. On the same
subject, the Commission also decided to send an Article 228 Reasoned
Opinion to the Netherlands for failure to implement a Court ruling on this.
Spain also infringe the Wild Birds Directive's requirements on hunting, and
the Commission decided to send a Reasoned Opinion to Spain on this aspect
of the Directive.
[06] Oiseaux sauvages : la Commission met fin à une procédure d'infraction
contre la France
La Commission européenne a décidé de se désister de sa requête auprès de la
Cour de Justice visant à faire exécuter l'arrêt de 1988 constatant que la
France n'avait pas transposé la directive concernant la conservation des
oiseaux sauvages. En effet, la France a adopté au cours de l'année 1999 des
mesures qui assurent la protection de toutes les espèces d'oiseaux
sauvages. La Cour de justice avait été saisie le 16 octobre 1998, la
Commission demandant qu'une sanction financière de 105.500 euros par jour
soit imposée à la France.
[07] Expériences sur les animaux : la Commission intente des actions contre
l'Autriche et la Belgique
La Commission européenne reproche à l'Autriche de ne pas appliquer de
manière satisfaisante les dispositions communautaires relatives aux
expériences sur les animaux et à la Belgique de ne pas se conformer à un
arrêt de la Cour de justice européenne relatif aux expériences sur les
animaux. La Commission a donc décidé de déférer l'Autriche devant la Cour
de justice au motif qu'elle n'a pas pleinement transposé dans sa
législation nationale la directive du Conseil relative à la protection des
animaux utilisés à des fins expérimentales. Quant à l'avis motivé adressé à
la Belgique, il est fondé sur la reconnaissance insuffisante par ce pays
des données expérimentales provenant d'autres Etats membres.
[08] Frits Bolkestein : "La promotion et la protection de l'épargne - le
rôle de la Commission européenne"
(! embargo 17h30 !) Avec son Plan d'action en faveur d'un marché unique des
services financiers, la Commission européenne poursuit deux objectifs
complémentaires : à la fois promouvoir l'épargne et assurer un niveau de
protection optimal à l'épargnant. Dans un discours prononcé au Symposium
Eurofonds à Paris le 21 janvier, Frits Bolkestein, Commissaire responsable
du marché unique et de la fiscalité, a souligné que promouvoir l'épargne
requiert une certaine libéralisation du système financier : l'intégration
du marché et une plus grande liquidité sur ce marché vont de pair ; mais
libéraliser ne signifie pas laisser faire et l'ouverture du marché doit
s'accompagner d'une transparence renforcée, au bénéfice de tous les acteurs
sur ce marché. En même temps, protéger l'épargne requiert un dispositif
adapté, tenant compte de la situation particulière du consommateur,
confronté à de nouvelles possibilités d'investissement et, d'une manière
générale, aux transformations du marché. Mais protéger ne signifie pas
déresponsabiliser et le fait d'investir demeure et doit demeurer un choix
qui comporte des
