  • [01] Crackdown on Serbian Media

    Further to the crackdown on Serbian media yesterday morning, European Commissioner for External Relations, Chris Patten, made the following statement : "I deplore the cowardly crackdown on the independent Serbian media - in particular Studio B and Radio B2 92 and Index - carried out under cover of darkness by Milosevic''s henchmen, and the continuing assault on independent journalists, politicians and activists. Only a State which is terrified of the truth resorts to sending men in masks into television and radio studios ; only a regime determined to try to cut Serbia off completely from the rest of Europe could conceive of behaving in this way. Milosevic knows that freedom of the media underpins free political life ; that's why he's desperate to stamp it out. But modern technology means that the truth cannot now be snuffed out so easily. Milosevic and his cronies will ultimately lose this battle ; the tenacious independent journalists will win it. The European Union stands by them at this difficult time, and salutes their courage and determination.

    [02] La Commission autorise Cap Gemini à acheter les pôles conseil et services informatiques d'Ernst & Young au niveau mondial

    La Commission européenne a autorisé la société française Cap Gemini à acquérir les branches conseil et services informatiques de la société Ernst & Young au niveau mondial. Bien que l'opération ait pour effet de renforcer sensiblement la position de Cap Gemini en tant que fournisseur mondial dans les secteurs du conseil et des services informatiques, le marché restera fragmenté, poursuivra sa croissance rapide et continuera à être alimenté par l'innovation technologique. La Commission en a donc conclu que l'opération de concentration ne créerait pas de position dominante en Europe.

    [03] La Commission se félicite de l'approbation par le Conseil de la directive sur les retards de paiement

    Le Conseil Industrie a approuvé aujourd'hui la proposition de directive sur les retards de paiement dans les transactions commerciales. Les retards de paiement ont de graves conséquences pour les entreprises européennes, dont ils sapent à la fois la trésorerie, la rentabilité et la compétitivité. Il a été estimé qu'un cas sur quatre de défaillance d'entreprise en Europe est dû à ce problème. Mais les retards de paiment gênent aussi le bon fonctionnement du marché intérieur. Des enquêtes montrent que plus de 20% des entreprises européennes exporteraient davantage si elles pouvaient obtenir des délais de paiement plus courts de leurs clients étrangers. Le projet de directive contient donc une série de dispositions destinées à lutter contre ce problème dans l'Union européenne. Sont visés les retards de paiement entre toutes les entreprises, y compris celles du secteur public. La directive proposée établit un cadre juridique propre à dissuader les mauvais payeurs ou la fixation de délais de paiement exagérément longs. Elle rend en outre les procédures de recouvrement plus rapides et plus efficaces. Le Parlement européen devrait avaliser définitivement ce texte lors de sa session plénière du mois de juin.

    [04] Second annual report by the Commission on the Special Administrative Region of Hong Kong

    The European Commission approved today the second annual report on the Hong Kong Special Administrative Region (HKSAR). The report assesses the state of EU-Hong Kong bilateral relations and considers the implementation of the Joint Declaration and the Basic Law in Hong Kong, since the hand-over of Hong Kong to China in July 1997. It also examines the interests of EU businesses in Hong Kong and possible areas for developing cooperation further.

    [05] EU measuring sciences institute 40 years old

    European Commissioner for Research, Philippe Busquin, will today visit the Joint Research Centre's Institute for Reference Materials and Measurements (IRMM) in Geel, Belgium, to celebrate the occasion. The task of the institute is to promote a common European measurement system to support EU policies in food safety, anti-fraud, health and environment. Examples of recent IRMM projects include the world first production of reference materials for detecting genetically modified foods (GMOs) and the practical organisation and evaluation of tests for the detection of BSE infection in cattle, which became the basis for a Europe wide screening of cattle. The research institute's prime objectives are to develop and perform specific reference measurements to produce certified reference materials, to organise international measurement evaluation programmes, to establish transnational databases, and to carry out pre-normative research.
