[01] Commission gives conditional approval to AOL/Time Warner merger
The European Commission has approved the proposed merger between America
Online Inc (AOL) and Time Warner Inc after AOL offered to sever all
structural links with German media group Bertelsmann AG. The proposed
undertakings will prevent AOL from having access to Europe's leading source
of music publishing rights thereby eliminating the risk of dominance in the
emerging markets for on-line delivery of music over the Internet and
software-based music players.
[02] La charte devrait être intégrée à terme dans les traités
Aux yeux de la Commission européenne, le projet de charte des droits
fondamentaux de l'Union européenne est porteur d'une réelle valeur ajoutée,
quel que soit le statut accordé dans l'immédiat à cette charte. Tôt ou tard,
elle devra être reprise dans les traités. Quand et comment ? Dans une
communication adoptée le 11 octobre, la Commission propose des éléments de
réponse.

[03] Statement by European Commission President Romano Prodi on the death
of Donald Dewar, First Minister of the Scottish Executive
"It was with great sadness that I learned of the sudden death of Donald
Dewar this afternoon. Besides being a highly respected statesman and
parliamentarian in British politics, he was a towering figure on the
Scottish political scene and played a pivotal role in the creation of
devolved government in Scotland. The opening of the Scottish Parliament
last year was a momentous event of which Donald Dewar was the principle
architect. I send my heartfelt condolences to his family, and particular
sympathy to his daughter Marion, our colleague at the European Commission,
on behalf of myself and all Commission staff."
[04] La Commission adopte la communication Auto-Oil II
La Commission européenne a adopté une communication présentant les
résultats du programme Auto-Oil II. Auto-Oil II est le deuxième programme
technique visant à trouver les façons le plus économiquement rentables de
réduire les émissions imputables aux transports routiers. Une large gamme
de parties intéressées (administrations des Etats membres, associations
industrielles et commerciales et ONG) y ont participé. On attend pour 2020
une réduction de 20% par rapport au niveau de 1995 des émissions imputables
aux transports routiers des polluants traditionnels réglementés, ce qui se
traduira par une amélioration sensible de la qualité de l'air. D'un autre
côté, il reste encore beaucoup à faire pour résoudre certains problèmes de
qualité de l'air, tels que ceux que posent les particules et l'ozone. Les
améliorations en ce qui concerne les polluants traditionnels ne concernent
pas le CO², dont les émissions imputables aux transports routiers
continuent d'augmenter. Mme Margot Wallström, Commissaire à l'Environnement,
a déclaré qu'Auto-Oil II tire un certain nombre de conclusions positives,
mais montre aussi clairement que la qualité de l'air demeure un problème en
Europe. Pour les résoudre, il faudra s'attaquer à toutes les sources
d'émission, et pas seulement aux transports routiers.
[05] Structural Funds : Åland Islands to receive euro 2.6 million in
European Social Fund support for employment, training and education
Anna Diamantopoulou, European Commissioner for Employment and Social
Affairs, signed the 'Objective 3 Single Programming Document' (SPD) for the
Åland Islands, a Swedish-speaking, autonomous province of Finland with a
population of 25000. Financed by the European Social Fund (ESF), the SPD
will support measures to boost education, training and employment
opportunities on the Islands, from 2000 to 2006. For the first time, a
separate Objective 3 programme has been established for Åland, with EU
funding for the seven years totalling euro 2.6 million.
[06] Le PIB de la zone euro et de l'UE15 en hausse de 0,9% ; +3,7% par
rapport au deuxième trimestre 1999 (données révisées)
(! embargo 12h00 !) Le PIB de la zone euro et celui de l'UE15 ont augmenté
de +0,9% au deuxième trimestre 2000 par rapport au premier trimestre, selon
les données révisées publiées aujourd'hui par Eurostat. Le taux de
croissance est resté stable par rapport à ceux enregistrés au cours des
deux précédents trimestres (+0,9%), tant dans la zone euro que dans l'UE15.
En comparaison avec le deuxième trimestre de 1999, le PIB de la zone euro
ainsi que celui de l'UE15 ont augmenté de +3,7%.
[07] Relations plus étroites entre l'UE et le Canada dans le domaine de la
pêche
Franz Fischler, Commissaire européen responsable de l'Agriculture, du
Développement régional et de la Pêche, a rencontré aujourd'hui à Banff
(Canada) le ministre canadien de la pêche Herb Dhaliwal. Leurs discussions
ont porté sur des questions d'intérêt commun telles que la gestion efficace
et la réglementation des activités de pêche en haute mer. A cet égard, M.
Fischler a indiqué que l'UE préfère qu'une priorité politique soit donnée
au cadre multilatéral de la NAFO plutôt que de recourir à une approche
unilatérale.
[08] Franz Fischler : "Flexibility is key in WTO farm talks"
Speaking at the Cairns Group ministerial meeting in Banff, Canada, Franz
Fischler, European Commissioner for Agriculture, Rural Development and
Fisheries, issued a warning against absolutist demands in the WTO farm
trade negotiations : "My message is that a negotiation can only succeed
when all participants begin to reflect how to integrate their key concerns
with the key concerns of others. The EU has taken a flexible position. If
our flexibility is met by absolutist demands, then the negotiations will
founder." Mr Fischler underlined the EU's commitment to farm reform and
further liberalisation : "We do not say 'no' to more liberalisation, we say
'yes' provided that all countries have the chance to benefit from it. We
don't say 'no' to further cuts in domestic support, we say 'yes' provided
we can keep our aids to foster our reform process and to enable our
agriculture to serve the wider demands of society and not just the
production of food. We don't say 'no' to further reductions in export
subsidies, we say 'yes' provided there is equivalent discipline on other
distortions of export competition." Mr Fischler rejected the same trade
rules for agriculture as for industry : "Agriculture is different. European
agriculture provides public goods such as preservation of environment and
biodiversity. We must address these concerns and a special and differential
treatment for the less developed countries in the WTO, but we wish to do so
in a manner which does not in any way increase barriers to trade."
[09] First Conference on Mercosur/Chile negotiations and Civil Society
European Commissioner for External Relations Chris Patten addressed today
the very first conference organized by the Commission with representatives
from European Union civil society organizations, the business community and
the academic community to discuss the association negotiations between the
EU and Mercosur-Chile. In his opening remarks Mr Patten underlined the
strong commitment of the EU towards Mercosur-Chile and the current
association negotiations. "The association agreements with Mercosur on
Chile go well beyond the realm of trade and are aimed at creating a
political and strategic partnership between the two regions", Commissioner
Patten said. He also stressed the importance that the Commission attaches
to the role of civil society in this process announcing that this
conference would be the first one in a series of consultations with civil
society which will continue during the course of the Mercosur-Chile
negotiations.
[10] Rencontre entre Chris Patten et Sebastian Alegrett, Secrétaire Général
de la Communauté andine
Le Commissaire européen aux Affaires extérieures, Chris Patten, a reçu ce
jour l'Ambassadeur Sebastian Alegrett, Secrétaire général de la Communauté
andine des Nations (CAN), accompagné de M. Victor Rico, Directeur général
de la même institution. M. Patten a réitéré l'importance de l'UE pour les
régions situées au-delà de ses frontières immédiates. Il a rappelé
l'engagement récent de la Commission en faveur du processus de paix en
Colombie, des zones affectées par les inondations du Venezuela et du
renforcement de la démocratie au Pérou. S'agissant du cadre relationnel
avec la CAN, il a insisté sur la nécessité de cadrer cette relation sur les
capacités effectives des pays intéressés. A ce titre, il importe d'avoir
une connaissance plus poussée de l'état actuel de nos relations économiques
et commerciales afin de permettre aux décideurs politiques d'en tirer les
conséquences éventuelles. Tel est le but de l'étude que les deux parties se
sont engagées à réaliser à l'occasion de la réunion ministérielle de
Vilamoura (février 2000).
