  • [01] Romano Prodi announces Commission's priorities for 2002 in his State of the Union speech today European Commission President Romano Prodi reported substantial progress on delivering the Commission's strategic objectives in 2001. He outlined the major challenges ahead and presented the Commission's priorities for 2002. The Commission work programme announces major actions in seven areas.
  • [02] Programme Urban II : l'UE contribuera pour 9,7 millions d'euros au développement de la zone urbaine française de Strasbourg A l'occasion d'un déplacement aujourd'hui à Strasbourg, M. Michel Barnier, Membre de la Commission européenne chargé de la Politique régionale, a annoncé l'approbation par la Commission d'un programme pour la zone urbaine française de Strasbourg pour la période 2000-2006. Adopté au titre de l'Initiative communautaire Urban II, il va bénéficier d'une contribution de 9,7 millions d'euros de la part de l'UE. Les autres contributions en provenance de l'Etat, des collectivités locales et du secteur privé, s'élèvent à près de 20 millions d'euros, pour un montant total d'interventions de près de 30 millions d'euros.
  • [03] Endangered cod and hake stocks : Commission proposes long-term recovery package (! embargo 3 pm !) Following scientific advice warning of the imminent collapse of cod and hake stocks in EU waters and a subsequent request from the Council of Fisheries Ministers in December 2000, the European Commission has issued a proposal for long term recovery plans to help rebuild these stocks. This package would establish a procedure for setting Total Allowable Catches (TACs) that would give a high probability of an annual increase in the number of mature fish in the stocks concerned. Limits would also be fixed on the fishing effort to ensure that these TACs are not overshot. The plans also include a provision to take rapid measures to temporarily close areas where young fish from the threatened stocks congregate in great numbers. Special control measures to ensure compliance with the new measures will be put in place. In order to reduce the fishing capacity of the fleets concerned, it is proposed to enhance the rates of aid available for the withdrawal of vessels and to restrict aid for modernisation of fishing vessels. Today's package also foresees more flexible rules for EU support for national tie-up schemes. This proposal will be presented to the Fisheries Council on 17-18 December. The Commission will soon present a revised package of technical measures including those to protect immature cod and hake.
  • [04] La Commission lance une consultation en ligne sur une proposition visant à interdire les produits de protection du bois à base d'arsenic La Commission européenne a lancé aujourd'hui une consultation sur Internet (qui s'achèvera le 8 février 2002) afin de connaître l'avis des parties intéressées sur un document de travail qui doit conduire à l'élaboration d'un projet de directive concernant l'utilisation de l'arsenic pour la protection du bois. Il est envisagé d'interdire la vente aux consommateurs de bois traité à l'arsenic et de restreindre son usage à un nombre limité d'applications industrielles essentielles. Un rapport scientifique a identifié des risques considérés comme inacceptables, notamment pour la santé des enfants, dérivant de l'utilisation de l'arsenic pour protéger le bois des équipements des terrains de jeu et des bacs à sable ainsi que de la destruction par combustion du bois contenant de l'arsenic. Un comité scientifique de l'UE a également exprimé des préoccupations supplémentaires quant aux effets possibles de l'arsenic sur la santé humaine.
  • [05] Commission proposes to tighten rules on prevention of industrial accidents (Seveso II) To tighten existing EU legislation on major industrial hazards, the European Commission has adopted a proposal for a Directive extending the scope of the so-called Seveso II Directive. The proposal is the regulatory follow-up to the cyanide spill into the Tisza river that occurred in Baia Mare/Romania following a damburst of a tailings pond, causing considerable environmental damage, and to the fireworks explosion in Enschede/Netherlands, causing death and injury to numerous persons. Environment Commissioner Margot Wallström commented : "Even if we cannot eliminate the risk of industrial accidents altogether in modern societies, we must ensure that European legislation aiming to reduce such risks to a minimum is adapted and improved." She added : "While EU legislation, and notably the Seveso II Directive do contribute to enhance the safety of industrial sites, the cyanide spill in Baia Mare and the tragic accidents in Enschede and Toulouse have made clear that we must tighten the rules. Therefore, we are proposing to change the Seveso Directive in order to include more potentially dangerous sites." Ms Wallström concluded : "Our efforts must not stop here. Action to prevent new major accidents should be stepped up." While investigations on the Toulouse accident are underway, the Commission is pursuing work on land-use planning and the production and storage of ammonium nitrate together with the Member States. Further amendments to the present proposal may be proposed as a result.
  • [06] Philippe Busquin se félicite de l'accord politique intervenu au Conseil concernant le programme cadre de la recherche Le Conseil des ministres de la recherche est arrivé hier à un accord politique sur le sixième programme-cadre de la recherche (2002-2006). Ce programme prévoit une enveloppe budgétaire globale de 17,5 milliards d'euros sur quatre ans. Le Commissaire européen à la Recherche, Philippe Busquin, s'est félicité de cette décision en disant : "Le Conseil a franchi une étape majeure en arrivant à cet accord et je suis particulièrement content qu'il soit intervenu le jour même du centième anniversaire de la remise du Prix Nobel. Je suis évidemment très content que la structure du programme-cadre, les priorités et le principe de financer des projets de recherche utilisant des nouveaux instruments de financement ont été retenus. Cette décision est aussi un pas indispensable vers la réalisation de l'Espace Européen de la Recherche."
  • [07] Council adopts new scheme of tariff preferences (GSP) for developing countries The General Affairs Council yesterday adopted a regulation updating tariff preferences given to developing countries. The new Generalised Scheme of Tariff Preferences (GSP) regime provides stronger benefits to developing countries in a simpler, clearer, more predictable framework, whilst at the same time enhancing the GSP as a tool for sustainable development. "Following the launch of the Doha Development Agenda, and agreement to the Everything But Arms initiative, this is further concrete evidence that the interests of developing countries are at the top of our agenda", said Pascal Lamy, European Trade Commissioner. "This is the most generous GSP package ever put forward by the European Union. We want to see more use made of GSP, and particularly of the strong incentives provided for compliance with core labour standards."
  • [08] Fièvre aphteuse : détails à propos des conférences de presse qui auront lieu en marge de la conférence de Bruxelles des 12 et 13 décembre La conférence internationale sur le contrôle et la prévention de la fièvre aphteuse aura lieu à Bruxelles les mercredi 12 et jeudi 13 décembre au Charlemagne (rue de la Loi 170, salle S4). En outre, deux conférences de presse seront organisées dans cette même salle le mercredi 12 décembre à 13h15 et le jeudi 13 décembre à 16h30 avec Annemie Neyts-Uyttebroeck, ministre belge chargée de l'Agriculture, David Byrne, Commissaire européen pour la Santé et la Protection des Consommateurs, Laurens Jan Brinkhorst, ministre néerlandais de l'Agriculture, de la Gestion de la Nature et de la Pêche, Margaret Beckett, secrétaire d'Etat au département de l'Environnement, de l'Alimentation et des Affaires rurales du Royaume-Uni, (Lord Larry Whitty le jeudi) .
