  • [01] Romano Prodi encourages Palestinian Authority to continue its reform

    The President of the European Commission Romano Prodi met with the finance minister of the Palestinian Authority, Dr Salam Fayyad on Wednesday October 16 in Brussels. They discussed the situation in the Middle East in general and focused on the economic and financial situation of the Authority.

    The President of the European Commission Romano Prodi met with the former Prime Minister of Malta Don Mintoff on Wednesday October 16 in Brussels. Their talks concentrated on the future enlargement of the European Union and the prospect of Malta's membership.

    [03] Pedro Solbes comments on Germany's budgetary developments

    Following comments by Minister Hans Eichel European Commissioner for Economic and Monetary Affairs Pedro Solbes yesterday said : "In case German government data or the Commission forecasts confirm that the 3% of GDP budget deficit limit is breached in 2002, the Commission has to trigger the excessive deficit procedure of the Stability and Growth Pact. This is also in line with the Eurogroup conclusions of last week in which ministers underlined that the procedures for preventing and correcting excessive deficits must be implemented in a strict and timely manner. Regarding the German coalition agreement on budgetary policy, in the first place, I welcome the fact that the coalition partners have come quickly to a common understanding on the budgetary strategy for the next years. At first sight, it seems that decisive steps for budgetary consolidation are planned for 2003 and 2004. A significant improvement in the underlying position, starting in 2003 and continued in 2004, is a clear signal that Germany remains committed to the Stability and Growth Pact and its European agreements. The objective to reach a close to balance position in both nominal and cyclically adjusted terms no later than 2006 is also a positive sign. The Commission will give its final opinion of the 2003 budget and the medium term objectives of the German budgetary policy only after a full and thorough assessment of the measures. Our analysis will focus on the pace and the quality of the budgetary consolidation process. I encourage the German government to carry out an adjustment effort that is consistent with the growth stimulating structural reforms that are essential to move the German economy to a higher growth path."

    [04] La Commission propose l'indemnisation de toutes les victimes de la criminalité dans l'Union

    La Commission européenne a proposé que toutes les victimes de la criminalité et du terrorisme dans l'UE puissent être indemnisées pour les dommages corporels et les pertes qu'elles ont subis. La proposition de directive fixe une norme minimale pour cette indemnisation. Elle instaure également un système de coopération entre les autorités nationales, afin d'aider, dans les situations transfrontalières, les victimes qui demandent réparation.

    [05] Commission clears UPM-Kymmene's acquisition of US adhesive labels maker Morgan Adhesives

    The European Commission has granted regulatory clearance to a proposed operation by which Finnish paper manufacturer UPM-Kymmene Corporation will acquire Morgan Adhesives Company, a US-based company that makes adhesive labels for the manufacturing sector. The operation does not present any risk of creation of a dominant position in the EU since US-based Avery Dennison will remain the market leader.

    [07] Commission grants regulatory clearance to Northrop Grumman's acquisition of TRW

    The European Commission has granted clearance under the European Union's merger control law to the proposed acquisition of TRW Inc. by Northrop Grumman Corp., two US companies active in the aerospace and defence sectors. The operation will have only a marginal impact in the European market where Northrop Grumman will face competition from EADS, BAE Systems and other companies.

    [08] Année internationale de la montagne : Romano Prodi ouvre à Bruxelles la conférence sur "les politiques communautaires et la montagne"

    Romano Prodi, président de la Commission européenne, a ouvert aujourd'hui à Bruxelles la conférence sur "les politiques communautaires et la montagne". Cette conférence constitue un temps fort dans le calendrier de l'année internationale de la montagne 2002 ; elle a été organisée conjointement par Michel Barnier, Commissaire chargé de la politique régionale et de la réforme institutionnelle, et Franz Fischler, Commissaire chargé de l'agriculture. Près de 400 délégués venus des pays de l'Union et des pays candidats, membres du Parlement européen, du Comité économique et social et du Comité des régions ont participé à cette manifestation. La conférence a fourni l'occasion d'engager un dialogue sur la manière dont les politiques communautaires peuvent permettre de créer de nouvelles possibilités d'activités pour les zones de montagne.

    [09] Risk capital : Commission calls for renewed efforts to boost flagging markets

    The amount of venture capital invested in the EU in 2001 fell by 35% from 2000 levels but still remained above earlier years. Despite an even sharper fall last year in America, the US still raised three times more venture capital than the EU. These are the main conclusions of the European Commission's fourth progress report on the implementation of the Risk Capital Action Plan. The report acknowledges important progress over the last year in the modernisation of the regulatory framework for risk capital, and in particular the successful introduction of euro notes and coins and important steps towards finalising the implementation of the EU's Financial Services Action Plan. However, it calls for more effort on the pan-European patent and on breaking down undesirable tax barriers. The report recognises that unfavourable market conditions and a lack of integration between national markets are still hampering risk capital operators in both current and future EU Member States. The report also calls for improvements in the functioning and regulation of stock markets specialising in high growth companies, in order to boost their recovery and allow them to play their intended role as an outlet for venture capital investment and as a "shop window" for successful and innovative companies.

    [10] August 2002 : industrial production up by 0.6% in euro-zone ; up by 0.3% in EU15

    Seasonally adjusted industrial production increased by 0.6% in the euro- zone in August 2002 compared to July 2002, Eurostat estimates today. Production had decreased by 0.8% in July, after a rise of 0.9% in June. Output in the EU15 increased by 0.3% in August 2002, after a fall of 0.1% in both July and June. In August 2002 compared to August 2001, industrial production fell by 0.8% in the euro-zone and by 1.5% in the EU15.

    [11] Libre prestation des services : la Commission demande à la France, à l'Allemagne et à l'Autriche de respecter le droit européen

    La Commission européenne conteste à la France d'avoir décidé de maintenir jusqu'en 2003 son régime d'aide financière aux séjours linguistiques réservée aux seules familles des élèves se rendant dans un organisme établi en France. La Commission a également décidé d'inviter formellement l'Allemagne et à l'Autriche de mettre fin à l'obligation d'établissement sur leurs territoires qu'elles imposent aux organismes privés de contrôle en matière d'agriculture biologique. Les décisions de la Commission ont été prises à la lumière du principe fondamental de la libre prestation des services qui vise à permettre à toutes les entreprises et à tous les consommateurs européens de jouir pleinement des avantages du marché intérieur. Les demandes de la Commission prennent forme d'avis motivés. En l'absence d'une réponse satisfaisante des autorités nationales concernées dans les deux mois après réception des avis, la Commission peut décider de saisir la Cour de justice.

    [12] Marchés publics : la Commission demande à la France de modifier son nouveau code des marchés publics

    La Commission européenne a décidé de demander à la France de modifier plusieurs dispositions de son nouveau code des marchés publics afin de le rendre conforme aux directives "marchés publics" et au Traité CE. Lorsqu'un marché public est attribué sans une procédure transparente et organisée selon les principes requis par la législation européenne que tous les Etats membres se sont engagés à respecter, des entreprises européennes peuvent être injustement privées de leur droit de soumettre une offre. En outre, les autorités publiques contractantes, et donc dans ce cas d'espèce, le contribuable français, risquent de payer un prix plus élevé que nécessaire pour les services, fournitures ou travaux couverts par le contrat ou bien de recevoir un service de moindre qualité que celui qui aurait pu être fourni par un soumissionnaire irrégulièrement exclu. La demande de la Commission est sous la forme d'un avis motivé, qui est la deuxième étape de la procédure d'infraction prévue par l'article 226 du traité CE. Si les autorités françaises ne se conforment pas de façon satisfaisante dans les deux mois suivant la réception de l'avis motivé, la Commission peut décider de saisir la Cour de justice.

    [13] Gestion des paris sportifs en Italie : la Commission défend la concurrence dans l'attribution des concessions

    La Commission européenne a décidé de demander formellement à l'Italie de respecter le droit communautaire dans l'attribution des concessions pour la gestion des paris sportifs. Actuellement, les sociétés de capitaux cotées sur les marchés réglementés de l'Union européenne sont exclues de la possibilité d'obtenir de telles concessions, une exclusion que la Commission ne considère pas nécessaire pour combattre la fraude et la criminalité. De plus, l'Italie a renouvelé sans concurrence environ trois cents concessions pour l'exercice des paris hippiques. Lorsqu'une concession publique importante est attribuée sans ouverture à tout soumissionnaire potentiel européen (conformément au Traité CE et aux Directives sur les marchés publics), des entreprises européennes sont injustement privées de leur droit de soumettre une offre. En outre, les autorités publiques qui attribuent la concession et, dans ce cas d'espèce les parieurs, risquent de recevoir un service de moindre qualité que celui qui aurait pu être fourni par un soumissionnaire irrégulièrement exclu. La demande de la Commission est sous la forme d'un avis motivé, qui est la deuxième étape de la procédure d'infraction prévue par l'article 226 du traité CE. Si les autorités italiennes ne se conforment pas de façon satisfaisante dans les deux mois suivant la réception de l'avis motivé, la Commission peut décider de saisir la Cour de justice.

    [14] Commission to support for Indonesia's fight against terrorism

    The European Commission is preparing to assist Indonesia in its fight against terrorism in the wake of the appalling attack that has killed and injured so many innocent civilians, including Europeans, in Bali. The EU shares the resolve of the Indonesian government to reinforce efforts to combat terrorism by implementing measures foreseen in UNSC resolution 1373. Current assistance to Indonesia, which includes a focus on promoting good governance, could be made available to support these efforts. In particular, the EU would like to provide help in addressing the problems of money laundering and terrorist financing. If the government of Indonesia agrees, the Commission is ready to finance a team of experts (through the Rapid Reaction Mechanism) to give urgent advice on how this might most effectively be done.

    [15] Commission provides humanitarian aid worth €1.72 million for China

    The European Commission has adopted a humanitarian aid decision worth €1.72 million to help victims of flooding in the Guangxi, Hunan and Yunan provinces of China. The aid is being channelled through ECHO, the Humanitarian Aid Office of the Commission, which comes under the responsibility of Commissioner Poul Nielson.

    [16] Anna Diamantopoulou : "So how far have we come since Lisbon in developing e-skills?"

    (! embargo 4 pm !) Anna Diamantopoulou, European Commissioner for employment and social affairs, will later today address the e-skills summit organised by the Danish Presidency, the ICT industry and the European Commission in Copenhagen. She will say that : "Internet penetration has exploded in Europe. From 18% in March 2000 to around 40% today. 90% of our schools and business are now connected. Governments are slowly but surely moving on-line. So good progress has been made. But we know we have a long way to go. Access to new technologies may be growing in Europe, but if we look behind the figures we see that the spread has been far from even and that huge gaps persist. Internet penetration is still unevenly distributed across Europe. With a clear north-south divide ; high income earners are three times as likely to have web access than people on a low income; schools may well be connected but we need more PCs and the internet needs to be mainstreamed into classroom learning ; only 1 in every 3 workers has had digital training".
