    "I warmly congratulate Mr Abdullah Gül who today has been appointed as Prime Minister of Turkey. The relations between the European Union and Turkey are of greatest importance. We are confident that Turkey will pursue its reform process. I look forward to working together with Mr Gül."

    [02] Octobre 2002 : le taux d'inflation annuel de la zone euro en hausse à 2,3% ; le taux de l'UE15 en hausse à 2,1%

    Le taux d'inflation annuel de la zone euro a augmenté de 2,1% en septembre 2002 à 2,3% en octobre 2002, indique aujourd'hui Eurostat. Un an auparavant, le taux était de 2,3%. Le taux d'inflation annuel de l'UE15 a augmenté de 1, 9% en septembre à 2,1% en octobre 2002. Un an auparavant, le taux était de 2,2%. En octobre, les taux annuels les plus élevés ont été relevés en Irlande (4,4%), au Portugal (4,1%) et en Espagne (4,0%). Les taux les plus bas ont été enregistrés en Belgique et en Allemagne (1,3% chacun) ainsi qu'au Royaume-Uni (1,4%).

    [03] Commission clears joint acquisition of Metal One by Mitsubishi and Nissho

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control of Metal One, a newly created company, by the two Japanese based general trading companies Mitsubishi Corporation and Nissho Iwai Corporation. (The operation, notified on 11 October 2002, was examined under the simplified merger review procedure).

    La Commission européenne a autorisé le fonds de placement Charterhouse Capital Limited (UK) et la Caisse des Dépôts et Consignations (CDC) à acquérir le contrôle de Télédiffusion de France SA (TDF). TDF est une filiale de France Telecom et possède des sites de transmission dans les secteurs de la télévision et de la téléphonie mobile en France. L'opération n'entraîne que quelques chevauchements mineurs entre certaines activités de TDF et de Cegelec, que Charterhouse et CDC contrôlent conjointement.

    [05] Commission clears acquisition of Onama by Compass

    The European Commission has granted regulatory approval to the proposed acquisition by the British foodservice and catering company Compass plc of the Italian company Onama Spa, also active in foodservices and catering.

    [06] 500.000€ pour les étudiants européens et australiens des Masters

    A partir du mois de décembre de cette année, les étudiants universitaires européens et australiens auront la possibilité de suivre un programme de Masters commun. Mme Viviane Reding, commissaire européenne chargée de l'Education et de la Culture, et le Dr Brendan Nelson, ministre australien de l'Education, des Sciences et de la Formation, ont annoncé aujourd'hui le nom du projet pilote retenu dans le cadre de la coopération dans le domaine de l'enseignement supérieur entre l'Union européenne et l'Australie.

    [07] La Commission lance une large consultation publique sur la protection des animaux durant le transport

    Dans le cadre de la préparation d'une proposition de la Commission européenne modifiant la réglementation en vigueur en matière de protection des animaux durant le transport, la direction générale de la santé et de la protection des consommateurs lance une large consultation des organisations concernées et des citoyens européens. Le 20 novembre, les acteurs concernés qui auront été invités participeront à un séminaire, qui sera suivi d'une consultation ouverte, en ligne, à partir du 2 décembre.

    [08] Commission report compares EU animal welfare standards with third country trading partners - deterioration to be avoided despite disparities

    The European Commission today adopted a Communication to the Council and European Parliament comparing animal welfare standards in the European Union with standards in third country trading partners. The Report analyses ways to avoid potential competitive disadvantages and subsequent deterioration in animal welfare standards as a result of disparities in measures.

    [09] Review of capital requirements for banks and investment firms - working document published

    The European Commission has published today a working document setting out their current thinking on a new capital requirements framework for banks and investment firms. The objective of the review of capital requirements, which forms part of the EU Financial Services Action Plan, is to modernise the existing framework to make it more comprehensive and risk-sensitive and to foster enhanced risk management amongst financial institutions. This will maximise the effectiveness of the capital rules in ensuring continuing financial stability, maintaining confidence in financial institutions and protecting consumers.     [10] EU-Chile Association Agreement to be signed today in Brussels

    The EU-Chile Association Agreement will be signed today in Brussels by the EU Member States Foreign Ministers, Chilean Foreign Minister Ms Maria Soledad Alvear Valenzuela and European Commissioner for External Relations Chris Patten. With the signature, certain provisions of the cooperation and trade-related parts of the Association Agreement will enter into force, once the Chilean Congress has ratified it. The remaining provisions will enter into force after the assent of the European Parliament has been obtained and once the national parliaments of the EU Member States have ratified the Agreement. Prior to the signing ceremony the EuroChile Foundation will award the "EuroChile Prize" to Ms Soledad Alvear, Mr Patten and Mr Lamy.

    [11] Lebanon and Syria : Commission approves National Financing Plans

    The European Commission has approved support for the National Financing Plans of Lebanon and Syria for 2002. A €12 million project is foreseen for Lebanon to support the implementation of the Association Agreement. €6 million will be provided for industrial modernisation in Syria.

    [12] Pascal Lamy welcomes outcome of WTO meeting in Sydney

    European Trade Commissioner Pascal Lamy welcomed on 15 November the outcome of the informal meeting of WTO Trade Ministers that took place in Sydney between 14-15 November 2002. The meeting aimed at injecting political momentum to the on-going negotiations under the WTO Doha Development Agenda (DDA) and, in particular, addressing key development concerns, such as granting poor countries with no production capacity access to essential medicines. Speaking at the end of the meeting Mr Lamy said : "If this round is really to be the Doha 'Development' Agenda we must rapidly conclude on access to medicines. This is the real acid test - and we must pass this test. But in today's discussions we have gone a long way and the Ministers clearly want Geneva officials to wrap up the final details before the end of the year."

    [13] Développement, régulation, fonctionnement et financement des grandes infrastructures en Europe : la conférence annuelle de la DG Energie et Transports a réuni 800 parties intéressées à Barcelone

    Richesse des idées et imagination étaient au rendez-vous lors des débats de la deuxième conférence annuelle de la Direction Générale de l'Energie et des Transports qui a réuni à Barcelone plus de 800 participants les 11, 12 et 13 novembre derniers. Les principaux éléments de conclusions constitueront des éléments de référence importants pour la Commission dans le développement de futures initiatives.
