  • [01] Romano Prodi rencontre Arnold Rüütel, Président de la République d'Estonie

    A l'occasion de la visite du Président d'Estonie Arnold Rüütel, le Président de la Commission européenne, Romano Prodi, a lancé un appel public aux autorités des dix pays candidats avec lesquels l'Union Européenne entend conclure les négociations d'adhésion au prochain Conseil Européen de Copenhague. "Nous sommes à quelques jours de la conclusion de l'Accord historique pour l'Europe. Je m'étonne qu'il y ait encore tant de points ouverts à ce stade des négociations. La présidence danoise et la Commission ont fait des efforts courageux pour présenter mardi dernier un paquet qui rencontre la quasi totalité des questions. J'en appelle aux dirigeants des pays candidats pour qu'ils fassent preuve de réalisme politique et contribuent à résoudre ces dernières difficultés dans le meme esprit de responsabilité et d'amitié qui inspire la Présidence et la Commission."

    [02] David Byrne welcomes political agreement of Council on further labelling requirements for GMOs in food and feed

    David Byrne, European Commissioner for Health and Consumer Protection, welcomed the political agreement reached yesterday by the Agriculture Council on the Commission's proposal to label all genetically modified feed and to extend the current labelling requirements for genetically modified food.

    [03] La Commission propose de nouvelles utilisations des additifs alimentaires, ainsi qu'une amélioration des règles relatives aux substances aromatisantes

    Aujourd'hui, la Commission européenne a adopté une proposition visant à modifier la directive 95/2/CE du Parlement européen et du Conseil concernant les additifs alimentaires autres que les colorants et les édulcorants. La modification proposée vise à harmoniser à l'échelle communautaire l'utilisation des additifs dans les substances aromatisantes, afin d'éviter la concurrence déloyale dans ce secteur et de mieux protéger les intérêts des consommateurs. Cette proposition autorisera en même temps l'utilisation d'un nouvel additif, ainsi que de nouvelles utilisations pour les additifs déjà autorisés.

    [04] November 2002 : the Business Climate indicator for the euro area continues its upward trend

    The European Commission's Business Climate Indicator (BCI) for the euro area increased by 0.07 percentage points between October and November 2002, reaching a value of -0.36. Over the last 3 months, the BCI has recorded a slight but continuous recovery. This increase was mainly driven by an improvement in opinions about production trends and production expectations, as well as an increase in total order books. Export order books and stocks of finished products remained unchanged.

    [05] November 2002 : the Economic sentiment indicator falls slightly in the European Union and the euro area

    The European Commission's Economic Sentiment Indicator (ESI) for the EU declined by 0.1 percentage points in November 2002 reaching a value of 99.1, after having stabilised at 99.2 between August and October. In the euro area, the indicator decreased by 0.2 percentage points to 98.6, from 98.8 in October and 98.9 in September. As in the previous month, there were marked differences in the components. While the consumer confidence indicator continued to fall and the construction confidence indicator resumed its downward trend in both the EU and the euro area, the industrial and retail trade confidence indicators continued to increase.

    [06] Flash estimate - November 2002 : Euro-zone inflation estimated at 2.2%

    Euro-zone annual inflation is expected to be 2.2% in November 2002, down from 2.3% in October 2002, according to a flash estimate issued today by Eurostat.

    [07] Communication de la Commission sur l'évaluation à mi-parcours du plan d'action drogue de l'UE (2000-2004)

    La Commission européenne a adopté le 4 novembre une communication sur l'évaluation à mi-parcours du Plan d'action drogue de l'Union européenne (2000-2004 COM (02)599). Celle-ci a été bien accueillie et figure à l'ordre du jour du Conseil JAI du 29 novembre 2002. Il s'agit de la première étape d'un processus qui sera achevé dans deux ans, avec l'évaluation finale du Plan d'action drogue. L'UE disposera alors des éléments lui permettant de préparer les futures actions dans le domaine de la drogue pour 2005 et au- delà.

    [08] Ciel unique européen : Loyola de Palacio et Gilles de Robien considèrent que priorité doit être donnée à la sécurité aérienne et aux engagements sociaux

    A l'occasion d'une rencontre bilatérale à Paris le 28 novembre 2002, juste quelques jours avant le Conseil Transport du 5 décembre, Loyola de Palacio, vice-Présidente de la Commission européenne en charge des transports et de l'énergie, et Gilles de Robien, Ministre français des transports, ont confirmé l'importance majeure du paquet législatif 'Ciel Unique'. A cette occasion, Loyola de Palacio a réaffirmé que la sécurité est la condition indispensable de la création d'un ciel unique européen : "Le Ciel unique est une nécessité, notamment pour l'industrie aérienne et les passagers, qui doit permettre d'améliorer plus encore la sécurité", a-t-elle déclaré. Elle a en outre indiqué que la Commission accorde la plus grande importance aux avancées sociales qui doivent accompagner la réalisation de cet espace intégré et coordonné. "Comme nous l'avions indiqué dans nos propositions initiales, les avancées législatives doivent être complétées par un dialogue social accru et une valorisation de la profession de contrôleur aérien en Europe".

    [09] Ethiopie : la Commission fournit 4 millions d'€ supplémentaires d'aide humanitaire

    La Commission européenne a approuvé l'octroi d'une aide supplémentaire de 4 millions d'€ destinée aux victimes de la sécheresse frappant l'Ethiopie. Ce programme d'aide vient s'ajouter aux 2,5 millions d'€ affectés à l'action menée actuellement par l'Office d'aide humanitaire (ECHO) pour l'Ethiopie et porte son total à 6,5 millions d'€ pour 2002. ECHO, qui est placé sous la responsabilité de M. Poul Nielson, commissaire européen, est chargé d'acheminer cette aide.

    [10] Education for all the world's children : donors agree to finance first group of countries on education fast-track

    Representatives of the international donor community, meeting in Brussels the 27 November 2002, have agreed to help seven developing countries in Africa and Latin America - Burkina Faso, Guinea, Guyana, Honduras, Mauritania, Nicaragua, and Niger - make their education plans a reality. Work is now proceeding with these countries to build the required capacity, and to close a financing gap, currently estimated at approximately US$400million over the next three years (2003-2005).

    [11] Action plan for border regions : Commission welcomes the first progress report

    The European Commission today adopted the first progress report on the action plan for regions bordering applicant countries. The progress report demonstrates that the action plan for border regions, which was adopted by the Commission on 25 July 2001, is being well implemented. The action plan proposed a series of measures designed to strengthen economic competitiveness of border regions in view of EU enlargement. Twenty-three regions in Austria, Finland, Germany, Greece and Italy are involved.

    [12] EU eco-label celebrates its 10th anniversary

    On 1 and 2 December 2002, the European Commission will put the spotlight on its commitment to promoting 'greener' products within the European Union by celebrating the 10th anniversary of the EU Eco-label at the Residence Palace, Brussels. The "flower" label was launched in 1992 and is currently used by 19 different product groups. Licences have been given to 120 companies to use the label. Consumers today have the choice of hundreds of eco-labelled products which comply with strict ecological performance criteria throughout their life-cycle. Margot Wallström, Commissioner for Environment, will open the anniversary celebration and honour companies producing goods under the EU eco-label scheme for their environmental commitment. Events during the celebration, include a live fashion-show with examples of fashion clothes made with eco-labelled textiles.

    [13] Anna Diamantopoulou to present European Year of People with Disabilities 2003

    European Commissioner for Employment and Social Affairs Anna Diamantopoulou will present the priorities of the EU for the European Year for People with Disabilities 2003 at a launch press conference on Monday December 2, at the Belgian Centre for Comic Strip Art in Brussels. The European Year will include activities organised by the Commission but especially national campaigns to raise awareness of disability and the need to integrate people with disabilities into work and society. 37 million people in the EU are disabled, one in ten Europeans. 38% of disabled people of working age have an earned income compared to 64% of non-disabled people. 97% of Europeans think that more should be done to integrate people with disabilities better into society according to a recent Eurobarometer survey.
