  • [01] Iraq : Commission provides details of immediate humanitarian relief through the Red Cross (€3 million)

    Further to the announcement by European Commissioner for Development and Humanitarian Aid Nielson on 20 March (SPEECH/03/146 and IP/03/416), the Commission has released further details of its first humanitarian aid decision (adopted on 21 March) for civilians in Iraq. €3 million has been allocated by the Humanitarian Aid Office (ECHO) under the fast-track "primary emergency" procedure to provide at least 75,000 internally displaced people with emergency relief, through the International Committee of the Red Cross (ICRC).

    [02] Commission calls on Member States and Parliament to release further €79 million in humanitarian aid for Iraq

    The European Commission met today to the international situation relating to Iraq. Particular attention was paid to the humanitarian aspects of the crisis. In this regard, the Commission decided to make an immediate request to the budgetary authority (Council of Ministers and European Parliament) to release €79 million from the emergency budget reserve. Combined with the €21 million announced previously (see IP/03/416 of 20 March), the immediate response to the impending humanitarian crisis of the Commission now totals €100 million.

    [03] Fisheries reform : Commission proposes a "Community Fisheries Control Agency"

    The European Commission has adopted a Communication setting out the path towards the creation of a Community Fisheries Control Agency (CFCA). The aim of this new agency would be to ensure a more effective use of EU and national means of fisheries inspection and surveillance, by pooling available resources within a joint inspection structure. The Agency would organise the deployment of inspection and surveillance means according to a European strategy. Its tasks and mandate will be defined in close cooperation with the Member States. The Commission will present a more detailed proposal for the creation of the Agency by the end of the year, on the basis of a feasibility study. The Commission also tabled a Plan of Action for increased cooperation among the various players to boost the efficiency of controls. This action plan calls for setting inspection priorities for the most threatened stocks, specific and transparent monitoring programmes and enhancing cooperation among Member States and the Commission to make controls work.

    D'après les premières estimations d'Eurostat publiées aujourd'hui, pour le mois de janvier 2003, la zone euro a enregistré un déficit du commerce extérieur de 1,5 milliard d'€ avec le reste du monde, contre un excédent de 1,0 milliard en janvier 2002. Le solde enregistré au mois de décembre 2002 était de +7,4 milliards, comparé à +8,5 milliards en décembre 2001. En janvier 2003, les exportations et les importations, corrigées des variations saisonnières, ont augmenté respectivement de 1,0% et 3,6% par rapport à décembre 2002.

    The fear of military conflict in Iraq and the resulting weakness in equity markets continued to support safe-haven investments such as government bonds. Following the record level (€182 billion) achieved in January, total issuance of euro denominated bonds declined slightly (€173 billion) in February. In addition to continued heavy issuance by central governments, the composition of issuance in terms of issuer categories was characterised by comparably high issuance from local governments and agencies.     [06] Accès à la justice : la Commission lance un nouveau site web en 11 langues pour les citoyens européens

    Trois mois après l'entrée en vigueur de la décision du Conseil créant un réseau judiciaire européen en matière civile et commerciale, la Commission européenne vient de mettre en ligne un nouveau site web qui vise à donner aux citoyens des informations concrètes sur le droit et les pratiques juridiques des différents Etats membres ainsi que sur le droit communautaire et le droit international (http://europa.eu.int/comm/justice_home/ejn/). António Vitorino, commissaire chargé de la justice et des affaires intérieures, a salué cet événement, en déclarant que "pour la première fois, les citoyens européens vont avoir accès à une fenêtre sur tous les systèmes juridiques européens, à partir d'un seul site internet, bien structuré et facile à consulter. Et cela, dans les onze langues officielles de l'Union européenne et ... gratuitement."

    [07] World Tuberculosis Day : EU-funded research in the fight against tuberculosis

    Today is World Tuberculosis (TB) Day. The global impact of TB is devastating, especially in developing countries where poverty and the prevalence of HIV lower resistance and encourage further transmission. Tuberculosis causes about 2 million deaths a year, about 98% in developing countries. The EU has channelled €28 million into TB drug and vaccine research in the last four years, within the 5th EU research framework programme, and will be committing significantly more during the course of the current research framework programme (2003-2006).

    [08] La Commission valorise le métier des chercheurs pour arrêter la fuite des cerveaux

    Pour atteindre l'objectif de porter à 3% du Produit Intérieur Brut (PIB) les investissements européens dans la recherche décidé au Conseil européen de Barcelone en mars 2002, l'Union européenne devra se doter de 500.000 chercheurs supplémentaires. Les mesures pour atteindre cet objectif ont été présentées à l'occasion d'une conférence organisée le 24 mars, à l'instigation de Philippe Busquin, Commissaire européen à la Recherche, et consacrée à l'avenir des ressources humaines de la recherche. Alors que certains indices montrent que le métier de chercheur est mal perçu par le public, la Commission a décidé de consacrer, au sein du 6ème programme cadre de recherche 2002-2006, 1,58 milliard d'€, soit près de 10% du budget global, aux actions en faveur de la formation, de la mobilité et du développement de la carrière des chercheurs. En juin 2003, la Commission présentera une Communication sur la carrière du chercheur, suivie en automne par le lancement d'un portail européen pour la mobilité et d'un réseau de centres d'assistance pour la mobilité.

    [09] Offrir de meilleurs soins de santé : l'UE met en vitrine 33 "meilleures pratiques" reposant sur les technologies de l'information et des communications

    33 applications de soins de santé correspondant à ce qui se fait de mieux en Europe ont été retenues pour l'exposition qui sera organisée à l'occasion de la conférence ministérielle de l'UE "Santé en ligne 2003 (eHealth 2003): les TIC au service de la santé", les 22 et 23 mai prochains. Les ministres responsables de la santé et des télécommunications de 28 pays participeront à cette conférence afin de débattre de la manière dont la technologie peut contribuer à la fourniture de soins de santé de meilleure qualité et d'un meilleur rapport coût-efficacité. L'exposition qui se tiendra au centre de conférence présentera aux ministres des exemples concrets des meilleures pratiques déjà mises en œuvre en Europe. Les 33 applications qui seront exposées ont été sélectionnées par un groupe d'experts indépendants parmi 179 applications proposées. Les organismes de santé nationaux, régionaux et locaux de 13 Etats membres, de cinq pays candidats à l'adhésion ainsi que de la Norvège seront représentés dans cette exposition. La conférence s'achèvera par une déclaration ministérielle et par la remise des prix eEurope aux meilleurs exposants.

    [10] Importance of monitoring agri-environmental indicators highlighted in new publication

    A new publication entitled "Building agri-environmental indicators : focussing on the European area frame survey LUCAS" has been released today. The product of a collaboration between the European Environment Agency, the Agriculture and Environment Directorate-Generals, Eurostat, and the Joint Research Centre, the publication focuses on use of the Land Use/Cover Area Frame Statistical Survey (LUCAS) for building landscape and agri- environmental indicators. It also extends the analysis of independent and joint use of land cover information, administrative data and geo-referenced statistical surveys which are important for providing information on fluxes, stocks and pressure indicators and explores data sets EU-wide. Topics range from specific ones, i.e. bird diversity, to a complete land cover classification. The results of the survey found that existing data sets already contain a lot of information leading to the computation of agri- environmental indicators, and that intensification of a LUCAS type survey appears as a leading objective. It also observes that the integration of different data sets is possible and stresses the importance of data being available at periodic intervals.     [11] Commission and Greek Government inaugurate Customs Information System to reinforce the fight against fraud

    In Athens today Mr Nicos Christodoulakis, Greek Minister of Finance, Mr Vassilis Manolopoulos, Director General of Greek Customs and Excise and Mr Franz-Hermann Brüner, Director General of the European Anti-Fraud Office (OLAF), inaugurated the new Customs Information System (CIS). This new arrangement between national customs and other law enforcement agencies will reinforce the fight against fraud. The seizure of just six containers of smuggled cigarettes made as result of the new system would be enough to cover its total cost. In the first six months of 2002 more than 100 such containers were seized in the EU.
