  • [01] The European Parliament's Budget Control Committee voting on the discharge for the budget year 2001

    The European Parliament's Budget Control Committee has on 24 March 2003 voted by a very clear majority to recommend that the plenary grant the European Commission discharge for the budget year 2001 and to close the relevant accounts. The Commission welcomes this decision and would like to thank the committee and especially the rapporteur Mr Casaca for the intensive, detailed and fair cooperation over the past months. This vote recognises the Commission's rapid and serious work. The Commission will duly take into account the Committee's recommendations in its continued reform work. An early decision for discharge will help the Commission to push forward with its reform and keep up the pressure for modernisation.

    [02] La Commission crée un "Groupe d'experts sur la traite des êtres humains"

    La Commission européenne a adopté aujourd'hui la décision de créer un "Groupe d'experts sur la traite des êtres humains" qui doit apporter une contribution significative dans le cadre des prochaines étapes de la lutte contre la traite des êtres humains et permettra à la Commission de recueillir des avis sur des initiatives qu'elle pourrait prendre dans ce domaine. La création de ce groupe est un élément important dans le cadre de la mise en application de la Déclaration de Bruxelles. "La traite des êtres humains", a déclaré António Vitorino, commissaire chargé de la Justice et des Affaires intérieures, "constitue un phénomène odieux et de plus en plus préoccupant : ce phénomène est de nature structurelle et non épisodique, affectant un nombre limité de personnes car il a d'importantes conséquences sur la structure sociale, économique et organisationnelle de nos sociétés".

    [03] CAP reform : "Proposals boost less intensive farming and secure income rises for farmers", new studies say

    Today, the European Commission published two new impact analyses of the Commission proposals of January 2003 to reform of the Common Agricultural Policy (CAP). The studies show that the Commission's proposal to sever the link between production and subsidy ("de-coupling") would favour the extensification of production and would secure significant income gains for EU farmers. According to the analysis, farm income would increase by 8.5% compared to 2001. As to a scenario based on the existing policy (Agenda 2000), the income impact would be largely neutral for EU-15 (-0.1% in 2009). While beef production in the EU-15 is expected to fall by 2.7% in the medium-term, beef producers should see a price increase of 7% by 2009. For the new Member States, the CAP reform would secure the income gains generated by enlargement. In 2009, market income is expected to increase by 17% in real terms as compared to the situation in 2002 without enlargement. Taking account of the phasing-in of direct payments and rural development, this real income increase could reach more than 45%. De-coupling in the new Member States would produce similar trends to those in the EU-15, as producers' decisions would be driven by market considerations rather than by the maximisation of farm subsidies.

    [04] Abolir les obstacles qui freinent les technologies capables de protéger l'environnement et de stimuler la compétitivité

    Une nouvelle initiative visant à renforcer l'impact des écotechnologies sur l'environnement, l'économie, l'emploi, les ressources naturelles et la qualité de la vie a été lancée aujourd'hui par la Commission européenne. Les écotechnologies permettent, par exemple, de transformer les déchets en matières premières. La communication "Elaboration d'un plan d'action en faveur de l'écotechnologie" donne le coup d'envoi d'une large consultation des parties concernées qui permettra à la communauté scientifique, aux entreprises, aux gouvernements et aux autres intervenants d'évaluer les obstacles qui freinent l'adoption des écotechnologies. Beaucoup d'entraves empêchent encore le développement et l'utilisation sans réserve des technologies en cause, et notamment la bureaucratie, leur surcoût et l'attitude du public. La communication comprend des questions sur une série d'aspects concernant le changement climatique, la protection des sols, la production et la consommation durables et l'eau sur lesquels les parties concernées sont invitées à se prononcer d'ici au 15 mai. Ces réponses contribueront à la préparation d'un plan d'action pour la fin de l'année.

    [05] Commission clears take-over of data network distributor Azlan by Tech Data

    The European Commission has given the go-ahead for the US company Tech Data Corp. to acquire the UK distributor of data networking products Azlan Group plc.

    [06] EU and Latin American ministers to meet in preparation for EU-Rio Group meeting in Athens (27-28/03)

    On March 27 and 28, EU Foreign Ministers will meet with their Latin American counterparts from the Rio Group, Mercosur, the Andean Community, Mexico and Chile in Vouliagmeni, near Athens. The following current issues will be addressed: the progress of EU-Mercosur negotiations, the launch of negotiations with Central America and the Andean Community in the near future, the progress of the EU-Mexico relationship and the implementation of the recently concluded EU-Chile Association agreement. International issues will also be discussed. Chris Patten, European Commissioner for External Relations, will use this opportunity to launch a new political initiative aiming at reassembling all major players in Latin America around the need for action in the field of social cohesion, as a means for economic growth and political stability. He will convey the Commission's desire to make social cohesion the central theme of the 3rd EU-Latin America-Caribbean Summit to take place in Mexico in 2004 : "Social cohesion is the common and complementary interest that I believe should be the central theme which we add to our strategic partnership at our 2004 European Union-Latin America and Caribbean Mexico Summit".
