[01] EU-Russia Summit in The Hague, 25 November 2004
On 25 November, the EU will host the 14th EU-Russia Summit in The Hague.
This is the first meeting of the new Commission with Russian leaders. The
Summit will welcome the extension of the EU-Russia Partnership and
Cooperation Agreement (PCA) to the ten new EU Member States, as well as
Russia's recent decision to ratify the Kyoto Protocol on climate change.
The Summit will discuss the way forward in light of the progress made
towards the creation of the four "common spaces" : a common economic space
(with specific reference to environment and energy) ; a space of freedom,
security and justice ; a space of cooperation in the field of external
security; as well as a space of research and education, including culture.
The EU will be represented by the President of the European Council, Dutch
Prime Minister Jan Peter Balkenende and by European Commission President
José Manuel Durão Barroso. Commissioner for External Relations Benita
Ferrero-Waldner, Commissioner for Trade Peter Mandelson and the High
Representative for the Common Foreign and Security Policy, Javier Solana
will also participate. The Russian delegation will be led by President
Vladimir Putin.
[02] La Commission salue l'accord au Conseil de règles plus strictes
concernant le bien-être des animaux en cours de transport
La Commission européenne se félicite de l'accord politique au Conseil sur
un règlement qui sera bénéfique pour le bien-être des animaux
en ce sens qu'il améliorera considérablement les dispositions qui
régissent leur transport en Europe. Ce règlement responsabilise davantage
les différents intervenants, dont il précise clairement les obligations
respectives pendant le transport des animaux, et il prévoit la mise en
oeuvre, à partir de 2007, de nouveaux instruments de contrôle plus
efficaces fondés sur un système de navigation par satellite. Il introduit
par ailleurs des règles beaucoup plus strictes pour les voyages d'une
durée supérieure à huit heures, y compris en imposant des normes
nettement plus exigeantes pour les véhicules utilisés. Le règlement
prend en compte le fait que le stress des animaux est en bonne partie
imputable au chargement et au déchargement et c'est pourquoi il prévoit
des dispositions visant ce qui se passe avant et après le transport, par
exemple dans les abattoirs ou dans les ports. A l'heure actuelle, les
transports à longue distance représentent quelque 10 % (17,5 millions) de
l'ensemble des transports d'animaux en Europe.
[03] Commission approves planned acquisition of Aprilia by Piaggio subject
to conditions
The European Commission has authorised, under the EU Merger Regulation, the
proposed acquisition of Aprilia S.p.A. by Piaggio & C. S.p.A. subject to a
condition intended to safeguard competition and hence the interests of
European consumers in the Italian market for small scooters, where the two
motorbike producers are strongest. The transaction had raised serious
doubts that competition might be reduced to the detriment of Italian
customers of scooters with engines up to 50cc. However, Piaggio allayed
these doubts by offering to supply its most advanced 50cc engine to all
producers that express an interest.
[04] Commission clears acquisition of DuPont SA by Sabanci
The European Commission has granted clearance under the EU Merger
Regulation to the acquisition of sole control of DuPont Sabanci Polyester
Europe B.V. (DuPont SA) by the Turkish company Sabanci. Sabanci is a
conglomerate holding company with interests in undertakings engaged in
chemicals and fibres, banking and insurance, food processing, retail,
textiles, energy, cement, cars, tyres, reinforcement materials, tourism and
international trading. The DuPont SA joint venture was created in 1999 as
DuPont de Nemours and Company (DuPont) restructured its polyester business.
Sabanci and DuPont currently each hold 50% of the company’s share capital
and jointly control the joint venture. DuPont SA develops, manufactures and
sells polyethylene terephtalate (PET) resins, polyester staple fibre and
polyester filament yarn, together with two principal polyester
intermediates, purified terephthalic acid ("PTA") and dimethyl
terephthalate acid ("DMT"). The operation was examined under the simplified
merger review procedure.
[05] L'UE veut apporter des réponses adéquates dans la lutte contre le
VIH/SIDA, le paludisme et la tuberculose
Selon le récent rapport d'ONUSIDA publié aujourd'hui, le VIH/SIDA reste
toujours bien un des principaux obstacles au développement global. Le
rapport indique en outre que cette maladie porte toujours "un visage
féminin". Forte de ce constat, la Commission européenne a proposé au
mois d'octobre un nouveau cadre stratégique afin d'intensifier les efforts
dans la lutte contre le VIH/SIDA, le paludisme et la tuberculose. Le
Conseil des Ministres adopte aujourd'hui des conclusions sur cette
proposition de la Commission. Insistance est faite notamment sur le besoin
d'efforts accrus et de moyens adéquats de la part de l'Europe afin de
faire face à ces maladies en-dehors de l'UE. La Commission va présenter au
Conseil, en avril 2005, un plan d'action contenant des mesures ciblées
afin de faire face à ces maladies par le biais d’une coopération entre
les Etats membres et la Commission. La Commission et les Etats membres vont
préparer un renforcement de l'aide internationale ainsi que du Fond
mondial. L'UE investit déjà beaucoup pour lutter contre ces trois
maladies. La moyenne annuelle de l'aide, pour 2003-2006 se monte à près de
€260 millions, une multiplication par quatre par rapport à la période
précédente.
[06] Septembre 2004 par rapport à août 2004 : les entrées de commandes
dans l'industrie en hausse de 2,0% dans la zone euro ; hausse de 1,1% dans
l'UE25
Dans la zone euro, l'indice des entrées de commandes dans l'industrie a
augmenté de 2,0% en septembre 2004 par rapport au mois précédent, selon
les estimations publiées aujourd'hui par Eurostat. Cet indice avait
baissé de 0,5% tant en août qu'en juillet. Dans l'UE25, les entrées de
commandes ont progressé de 1,1% en septembre 2004, après une baisse de 0,
7% en août3 et une hausse de 0,2% en juillet. En septembre 2004 par
rapport à septembre 2003, les entrées de commandes dans l'industrie ont
progressé de 8,2% dans la zone euro et de 6,7% dans l'UE25.
[07] EU supports first Latin American and Caribbean research and education
network and intensifies cross-continental policy dialogue on Information
Society matters
At the third Latin American and Caribbean (LAC) - European Union (EU)
Ministerial Forum on the Information Society, held in Rio de Janeiro on 22-
23 November 2004, Ministers and their representatives committed themselves
to increased efforts in tackling the social dimension of the Information
Society. They also officially launched RedCLARA, the first Pan-Latin-
American network for research and education. RedCLARA is directly connected
to the Pan-European research network. It will therefore allow 600
university research institutions in Latin America to intensify cooperation
with more than 3,500 institutions in Europe and many more around the world.
[08] China - textiles : second meeting of EU-China Textiles Trade Dialogue
to continue the preparation for WTO textiles quota elimination
Ahead of the elimination of textiles and clothing quotas on 1 January 2005,
EU and Chinese officials and representatives of Chinese and European
industry held the second meeting of the Textiles Trade Dialogue in Beijing
today. Talks covered questions related to market access, production and
investments. The Textiles Trade Dialogue was established on 6 May 2004
during the visit of Chinese Premier Wen Jiabao to Brussels. On that
occasion, the EU announced the setting up of a WTO-compatible monitoring
system of Chinese textiles from 1Â January 2005 to ensure a smooth
transition to a quota-free trade. Today's discussions are a concrete
implementation of this decision and a continuation of talks at a technical
level.
