Among the measures is the abolition of certificates to be replaced by a signed statement. The bill also provides for changes in the evaluation and promotion system of civil servants , introducing the productivity factor.The bill will be submitted to parliament after a dialogue with the civil servants union and will come into effect as from January 1st 2004. (13/6/2003 1:10:00 μμ) [03] NATO headquarters in Larissa upgradedNATO agreed yesterday to reduce its military bases as part of a drive to revamp the Cold War alliance for new security threats worldwideDefence Ministers moved to cut the number of command headquarters to 11 from 20 and replace their Cold War Atlantic military chief with a commander in charge of transformation. However, according to NATO Defence Ministers decision, the Nato headquarters in Larissa , central Greece is upgraded.The combined Air Operations center doubles its area of responsibility –extending it from Italy to Turkey- while its commander will be Greek. Also a naval operations center will be based in Greece This center will be responsible for operations against terrorism across the Mediterrenean. In the meantime, Turkey reacted to the transfer of the NATO Air Command to Smirna from Naples with an American commander. Commenting on NATO Defence Ministers decision, Greek Defence Minister, Yiannos Papantoniou expressed satisfaction and spoke of a great victory for Greece compared to initial expectations. The ND party has said that Greece has given in basic rights to the benefit of Turkey related to air operation control over the Aegean during NATO air military exercises. (13/6/2003 1:11:00 μμ) [04] Conference on EU new chart to start in OctoberFollowing his meetings yesterday with his counterparts from Belgium and Luxembourg in view of the EU summit in Thessaloniki in June, Prime-minister Simitis said that the intergovermental conference to draw up the new EU chart will start in October during Italy s EU presidency.In the meantime , 16 EU member states among them the 10 new members have distant themselves from institutional reforms promoted by the convention on the future of Europe. They have signalled they will battle on at a conference later this year to preserve rules that give them more votes than their population size would merit. Key proposals in the draft constitution include the appointment of a long-term president of the European Council for up to five years who would replace the current rotating presidency under which each member state takes the helm for six months. (13/6/2003 1:12:00 μμ) [05] Parliament passed draftbill on creation of waste processing sitesA draft bill providing for the creation of waste management and processing sites was passed by the parliament yesterday with 142 votes in favor and 123 against among them 4 Paosk deputies and 35 absentGreen peace and the Ecology Recycling company described as temporary and unprofitable the regulations provided by the bill. Residents of west and northeast Attica had organised a protest rally outside the parliament yesterday while the relative bill was voted . (13/6/2003 1:14:00 μμ) [06] Stratoniki mineFollowing a meeting with representatives of prospective buyers for TVX Hellas mine company in Stratoniki , Finance undersecreray, Hristos Pahtas expressed certainty that an agreement on the new structure to take over the mine s operation will be reached.
