[04] HURRIYET (LIBERAL) - ---------------- DERVISOGLU EXPLAINS WHAT THEY
WOULD DO IF HODJA RESISTED What would the soldiers do if the Refahyol
(Welfare Path) coalition did not return the post? Here is the historical
evaluation which soldiers made that time. Admiral Salim Dervisoglu, who was
the Naval Commander of Golcuk headquarters when the soldiers had given
decisions about the Refahyol coalition, said that there were two
possibilities then. Dervisoglu noted that the people would react to this
and topple the Refahyol coalition. Dervisoglu stated that if the people did
not react, the Refahyol would remain indifferent and the army and the
people would be hand in hand and put an end to this. Dervisoglu stressed
that it was impossible to continue the coalition then.
[05] IMF IN TURKEY TOMORROW The International Monetary Fund (IMF)
delegation headed by Carlo Cottarelli, the Chief of IMF Turkey Desk, will
arrive in Turkey on Tuesday. The IMF delegation will meet with the private
sector officials and economy bureacrats in Ankara and Istanbul. The
delegation is expected to shape up the stand-by agreement.
[06] MILLIYET (LIBERAL) - ----------------- INTERROGATION ON CAGLAR, A
CONTRACTOR, WITHIN FRAMEWORK OF EVCIL'S INTERROGATION A total of 20 persons
were taken into custody within the framework of Evcil's interrogation.
Yuksel Caglar, a contractor who is close to notorious mafia boss Alaattin
Cakici, was taken into custody in Bodrum and was taken to Bursa province.
Caglar is known as the ''secret safe'' of Cakici AMNESTY AND ARRANGEMENT ON
MILITARY SERVICE AT PARLIAMENT The draft amnesty law and the legislation
which will let the men pay their way out of the compulsory 18-month
military service, will be discussed at the parliament this week. The
meetings about the budget of 2000 will start in the Planning and Budget
Commission on November 3, 1999. The Constitutional Commission will discuss
the amnesty law which was vetoed by President Suleyman Demirel and returned
to the Parliament to be reviewed.
[07] SABAH (LIBERAL) - --------------- TURKISH FILM ''PROPAGANDA'' BECOMES
FIRST IN CHINA The Turkish film ''Propoganda'' which is directed by Sinan
Cetin, became the first in the Fourth International Shanghai Film Festival.
''Propaganda'' was chosen as the ''Best Film'' and given the ''Gold Cup''
award.
[08] EXPORTS IN AUTOMOTIVE SECTOR INCREASES 66 PERCENT The exports in the
automotive sector increased 66.3 percent in the January-August period. The
figures of the State Statistics Institute (DIE) indicated that overall
exports of Turkey decreased 7.1 percent in the mentioned period. The DIE
figures also indicated that the imports of Turkey reduced 20 percent in the
same period.
[09] AZERBAIJANI PRESIDENT ALIYEV COMES TO TURKEY Haydar Aliyev, the
Azerbaijani President, came to Turkey to receive the ''Ataturk Peace
Award'' and to visit the quake zone. Aliyev said that some problems in the
Baku-Ceyhan pipeline project still remain but that the agreement will be
signed during the Organization for Security and Cooperation in Europe
(OSCE) summit.
[10] CUMHURIYET (LEFT) - ---------------- AMNESTY BILL SOURS RELATIONS OF
COALITION PARTNERS Nationalist Movement Party (MHP) reacted as Democratic
Left Party (DSP) opposed inclusion of Haluk Kirci, extreme rightest
murderer, within the scope of amnesty. Suayip Usenmez, Minister of State
from the MHP, said ''we should forget past times.'' He also said amnesty
bill was not prepared for a specific person. Claiming that MHP did not have
an insistency about Kirci, Usenmez said ''if nearly 50 people are included
within this context, of course Kirci will be included. The ones who don't
accept this will not cast their votes. We don't force them.''
[11] NO PROGRESS IN INVESTIGATION Ten days passed after the murder of
Prof. Ahmet Taner Kislali in a bomb attack. Prime Minister Bulent Ecevit
talked in a TV program on Sunday evening and said terrorist PKK
organization was weakened. He said ''we are putting an end to separatist
terrorism. Yet, other troubles may come after this.'' Ecevit said there are
people who could not accept strengthening of Turkey and noted that such
incidents occur because of this. Ecevit said he could not comment on the
issue before the investigation ends, adding that ''this will mean
influencing the jurisdiction.''
[12] RADIKAL (LEFT) - ------------- GERMANY CAPTURED KEY MAN OF IPEKCI
MURDER German Interpol formally announced Turkey that German Justice
Ministry took principle decision for the extradition of Yalcin Ozbey and
noted that ''you may start procedures.'' Yalcin Ozbey was caught in
Germany. He is one of the key names of Abdi Ipekci murder together with
Mehmet Ali Agca and Oral Celik. German officials said Ozbey can be
extradited and noted that required documents should be prepared if his
extradition is wanted.
[13] PARLIAMENT ALSO DOES NOT TRUST Parliament also felt uneasy over the
usage of quake aid apart from its targets. Parliamentary Chairmanship
Council applied to Treasury upon the allegations that the aid could not
reach the quake victims and took back their aid saying they wanted to
construct ''Parliament Site'' in the region.''
[14] TURKIYE (RIGHT) - --------------- ''DON'T ISOLATE US'' Vartan
Oskanyan, Armenian Foreign Minister, said the most important remedy to
overcome the economic problem in their country was to open Turkish-Armenian
borders which is close to trade. Oskanyan said they waited for this gate to
be opened. He said solution of problem in the Caucasus depends on Turkey
because Turkey is the leader country in the region. He said ''we want to
improve relations with Turkey, yet Ankara refuses us.'' Oskanyan sent the
message that ''help us in struggle with terrorism, we are ready for
relations in every field.''
[15] LEADERS OF TWO FRIENDLY COUNTRIES IN TURKEY Haydar Aliev, President
of Azerbaijan, and Sahabuddin Ahmed, President of Bangladesh, arrived in
Turkey as the official guests of President Suleyman Demirel. Ahmed said
''Turkey should be accepted as the model for Moslem countries.''
[16] ZAMAN (CONSERVATIVE) - ------------------ TENT CITY OF BAUHAUS
COMPANY EVACUATED DUE TO EMBARGO All the world outpoured to the help of
Turkey following the massive earthquake which hit Marmara region. Bauhaus,
well-known Germany company, erected a tent site with 380 tents to heal the
wounds of the quake. The state did not show the required interest to the
quake victims after volunteers of Bauhaus left our country after 1.5
months.The Red Crescent did not extend aid to the tent site, sheltering
1000 people, as it was not official. Inhabitants of the tent site evacuated
the tents and moved to official tents.
[17] ECEVIT EVALUATES RECENT INCIDENTS Prime Minister Bulent Ecevit
pointed out that there were forces which want to weaken secular democratic
republic in Turkey, adding that ''the incidents which we experienced lately
should not demoralize us. We should not think that such things could not be
prevented in democracy.'' Responding to the questions of Kurtul Altug in
TRT 1 channel, Ecevit said he could not comment on the murder of Kislali
yet noted that ''we should not think of sincere religious people as enemies
of secularism.''
[18] PREMIER ECEVIT: ''THE POSSIBILITY OF DEMIREL'S BEING CHOSEN AS
PRESIDENT AGAIN GRADUALLY STRENGTHENS''
[19] ANKARA, Nov 1 (A.A) - Premier Bulent Ecevit said on Sunday that the
possibility of President Suleyman Demirel's being chosen as the president
again gradually strengthens. Ecevit joined the ''Pulse of Politics''
programme which was broadcast in the state-run TRT channel. When asked
about the possibility of passing the Constitutional Amendment concerning
Demirel's being elected as president once more, Ecevit said, ''it is not
easy to choose a new president from the parliament, taking into
consideration the structure of the parliament. When it is understood that
this is difficult, the possibility of Demirel's being chosen as the
president again gradually strengthens.'' When asked whether Demirel's term
in office will be extended or he will be chosen again, Ecevit noted that
new elections will be held rather than the extension of the term in office.
When recalled the close relations between Turkey and Greece which started
after the quakes hit both countries and asked how this development will
affect Cyprus issue, Ecevit stated that the two countries started to have
warm relations following the quakes. The Cyprus issue and Turkish-Greek
relations should not be considered together, Ecevit stressed. Ecevit
continued, ''Greece lost the right to be a guarantor on Cyprus because the
military coup in Cyprus in 1974 was initiated by Greece.'' The issues
including the Aegean, the continental shelf, and the territorial waters can
be solved by dialogue, Ecevit emphasized. Ecevit said, ''we have reached a
more positive atmosphere in Cyprus discussions then before. We have reached
a very sensitive period. It is a chance to have Rauf Denktas in front of
the Turkish Cypriots in such a period.'' Responding to the questions on his
visit to the U.S., Ecevit pointed out that they discussed the economic
issues during his visit. Some agreements which was signed with the U.S.,
led the Turkish economy face a bottleneck, Ecevit said. Ecevit continued,
''we had closer cooperation on some issues with the U.S. within the
framework of NATO. Turkey had an active stance about Kosovo, Bosnia, and
Iraq issues. All these issues have heavy burdens on our economy. The
embargo imposed on Iraq damaged Turkey.'' The military aid to Turkey ended
in the beginning of 1999, Ecevit recalled. Ecevit stated that he explained
all these to the U.S. administration and the U.S. administration said that
Turkey was right. The U.S. administration shed green light to some
international organizations and Turkey had benefits from this, Ecevit
stressed. Ecevit emphasized that the Baku-Ceyhan pipeline project was
discussed during his visit and the U.S. administration supported the
project. When asked about the ''Blue Stream'' natural gas agreement signed
with Russia, Ecevit pointed out that the Russian side started to fulfil the
Blue Stream project. Russia agreed with Italy upon the finance issues and
the Blue Stream Project is being fulfilled, Ecevit said. When asked about
the ideas of the U.S. about this project, Ecevit noted that Turkey
seriously needs natural gas. Ecevit added that Turkey needs not only the
Russian gas but also the Azerbaijani gas, Turkmen gas, and Algerian gas.
Responding a question about the relations with the European Union (EU),
Ecevit stated that the stance of the EU countries changed but he is
cautious about this issue. The EU membership is the right of Turkey and
that one day the EU will knock on the door of Turkey, Ecevit stressed.
Turkey marked significant steps in democratization process, Ecevit
emphasized. Ecevit listed these steps as the changes concerning the
political parties, sentencing those who torture people to heavy
imprisonment terms, and releasing those who were imprisoned on charges of
intellectual crimes.
