TURKISH PRESS REVIEWDIRECTORATE GENERAL OF PRESS AND INFORMATION,OFFICE OF PRIME MINISTER17.10.97Summary of the political and economic news in the Turkish press this morning[01] CETIN BECOMES PARLIAMENT SPEAKERHikmet Cetin of the Republican People's Party (CHP) has been elected as the new Parliament speaker following a division within the ranks of the ruling Motherland Party (ANAP) and well-designed tactics by the opposition. Cetin received 373 of the 521 votes casted in the last fourth round of voting while Kalemli received 66. 29 votes were declared invalid while 53 deputies abstained. /All papers/[02] GREECE: TURKISH WARPLANES BUZZED DEFENSE MINISTER'S PLANEGrrece said on Thursday that Turkish jets had "buzzed" a military plane carrying Greek Defense Minister Akis Tsohatzopoulos over the Aegean, fot the second time this week. Athens said on Tuesday it would protest what it called Turkish warplanes' violations of its airspace but Turkish Foreign Ministry Spokesman, Omer Akbel, said Greek embassy officials have not yet lodged a protest.Athens said the minister's C-130 Hercules plane was harassed by four Turkish F-16s in Greek air space over the southern Aegean island of Carpathos. In Ankara, an official at Turkey's military headquarters said he had no information about the incident. /Cumhuriyet/Milliyet_ [03] SWEDISH FM VISITS TURKISH CYPRUSTurkish Cypriot leader Rauf Denktas, when receiving Sweden's Foreign Minister Lena-Wallen in Lefkosa, stressed he would not let Turkish Cyprus become a subject of negotiation, the Anatolia news agency reported. Noting Turkish Cyprus is being drawn, by Greek Cypriot, into an illegal application to the European Union under the name of the "Cyprus government", Denktas said: "The moment they fall for this game our 34 year-old struggle will have no meaning. He added the fact that a foreign minister visited them has great significance and represents an improvement for the Turkish side.Swedish Minister said it was an exciting meeting and that she had the opportunity to gather useful information about Cyprus conflict and the Turkish Cypriots and that this information would be evaluated by her government. [04] ECEVIT TALKS ABOUT NEW AND EXPANDING TIES WITH EUROPEDeputy Prime Minister Bulent Ecevit said, "Turkey would not degrade itself for European Union Accession," noting certain countries feared Turkey's large population, physical size and its economic and strategic potential.Ecevit made the following statements after his meeting with Finnish Prime Minister Paavo Lipponen. The meeting was one of several high level meetings he held during his visit of certain Scandinavian countries to enhance bilateral relations and Turkey's EU bid. Ecevit noted that the Finnish Prime Minister sincerely wanted Turkey to be integrated into Europe, but the way that would be done has not been discussed and Turkey needs more high-level talks like this. He added that they had had proposals both from Sweden and Finland to assist Turkey in their police interrogation techniques. Later, Ecevit met with the Finnish Parliament Speaker. /Cumhuriyet/Milliyet_ [05] ARSLAN: "VILLAGE GUARD SYSTEM WILL REMAINEmergency Rule Regional Governor Aydin Arslan said on Thursday that the village guard system would remain even if the emergency rule was lifted. He said so far more than one thousand village guards had lost their lives in the clashes between the sucurity forces and the outlawed PKK terror organization. He noted that the village guard system was regulated according to the Law on Villages and that it was not a system affiliated to the Law on Emergency Rule. /Sabah/[06] DENKTAS TO AMERICAIt is reported that the Turkish Republic of Northern Cyprus (TRNC) President Rauf Denktas will go to America to meet with Bill Clinton's special representative to Cyprus, Richard Holbroke and his aide Tom Miller. Cyprus' European Union (EU) membership, direct talks and S-300 missiles are some of the issues on the agenda of Rauf Denktas's contacts. /Sabah/[07] ING BARINGS FINANCIAL GROUP TO OPEN OFFICE IN TURKEYThe Netherland's ING Barrings company, one of the leading financial firms in the world, will open an office in Turkey. The official opening of the company will be held in Istanbul on 20 October. ING Bank N.V. of the ING Barrings is still giving service in institutional banking and investing banking in 54 countries in the world. /Sabah/[08] ARMENIA SHOULD NORMALIZE TIES WITH TURKEYArmenian President Levon Ter Petrosyan, in an interview with French Le Monde newspaper, said that they cannot deny the fact that Armenia should establish links with Turkey. "Turkish businessmen and the Turkish government are accepting that relations with Armenia should be normalized. This is not only an economic consideration, but we should also do away with the psychological warfare," Petrosyan said.He said that Armenia was a gateway for Turkey opening the way to Georgia, Azerbaijan and Central Asia. /Milliyet/ [09] FRANCE PLEDGES SUPPORT FOR TURKEYOn the eve of Prime Minister Mesut Yilmaz's visit to France, Paris confirmed its support for Turkey's participation in the European Conference, but added that Ankara also had to make an effort, particularly with regard to human rights and good relations. "We are very much in favor of anchoring Turkey to Europe, and it was during the French presidency that the Customs Union Accord signed on March 6, 1997," a spokesman for the French Foreign Ministry said on Wednesday. "Turkey has presented its candidacy to the union and it is clearly involved in the process of the union's enlargement. This must be manifested by its participation in the European conference, which France has proposed to launch."French idea of having a regular conference, the first of which would take place in the first half of 1998 and would bring together the EU Fifteen and aspiring candidates, including Turkey, has been more or less agreed on by the Fifteen. However, Germany and Greece remain cool to the idea of involving Turkey in the conference. /All papers/ [10] SYRIA WANTS CONSTRUCTIVE DIALOGUE WITH TURKEYSyria wants to estasblish constructive dailogue with Turkey, the Anatolia news agency quoted from Syria's official Al Baa'th newspaper on Thursday. Al Baa'th said the military cooperation between Turkey and Israel was established in order to put pressure over Syria. Nevertheless Syria wanted to establish constructive dialogue with Turkey.[11] TURKEY MAY REACH REACH '98 ECONOMIC TARGETS - IMF OFFICIALA leading International Monetary Fund (IMF) official said on Thursday that Turkey might be successful in reaching ambitious economic targets for next year. Speaking after a meeting with Prime Minister Mesut Yilmaz, the official noted that the plan could be successfully implemented. Treasury Undersecretary Mahfi Egilmez said Turkey was not yet ready for any accord with the IMF. The film will be made in Turkey. /Hurriyet/[15] SECOND BIGGEST BRIDGE OF THE WORLD FOR IZMIT GULFAn agreement for the construction of the "Izmit Gulf Bridge", which will be the second biggest bridge of the world, was signed between Public Works and Housing Minister Yasar Topcu and the contracting consortium yesterday. The bridge, which will be put into operation in 2002, will form a 44 km-long highway network and cost $1.8 billion. On the occasion, a ceremony attended by Prime Minister Mesut Yilmaz was held yesterday. /Cumhuriyet/[16] TWO ENGINEERS RELEASEDPeter Bakalov and Atanos Milkov, Bulgarian engineers, who were abducted four days ago in the Sebinkarahisar district by PKK militants, were released yesterday morning near the Tatar village of the Susehri district in Sivas. It is reported that during operations carried out in the rural areas of the Samandag district in Hatay, one PKK militant has been killed and one terrorist has been taken into custody.Meanwhile, clashes are continuing between peshmergas of the Iraqi Kurdistan Democratic Party (IKDP) and militants of the PKK terrorist organization in four separate regions in northern Iraq. While the "Twilight Operation" carried out by the Turkish Armed Forces is continuing in northern Iraq, PKK militants supported by the Iraqi Patriotic Union of Kurdistan (IPUK) headed by Celal Talabani started an attack against IKDP peshmergas yesterday. It is reported that PKK militants suffered a great loss during the clashes. /Cumhuriyet/ [17] KYRGYZ PRESIDENT TO VISIT TURKEYPresident of Kyrgyzstan Askar Akayev will visit Turkey on 23-26 October as the official guest of Turkish President Suleyman Demirel. /Cumhuriyet/[18] GREEK CONFESSIONThe Greek Cypriot Administration, which claims that S-300 missiles planned to be purchased from Russia are defensive weapons, has confessed that these missiles could be used to launch an attack. Greek representative in Moscow, Platon Kyriakides, gave a statement to the Moscow Tribune newspaper and said that S-300 missiles could be used as offensive weapons. Rubin said: "The Turkish government guaranteed us that their current plans do not include the purchase of Iranian natural gas". /Cumhuriyet/[21] FRIENDSHIP MESSAGES IN AEGEANTurkish and Greek Mayors will come together in the Mytlene island for peace and friendship. A meeting to be held upon a call made by Mytlene Governor Alekos Mathiellis will be attended by 63 mayors, who are members of Aegean Mayors' Union. /Cumhuriyet/[22] TURKEY'S RESPONSE TO USAnkara makes great strides to give a warm response to Washington, which has wanted Turkey to cancel its exercises to be held following an exercise (Nikiforos) jointly conducted by Greek Cypriot administration and Greece. Turkish Foreign Ministry Spokesman, Ambassador Omer Akbel, held a press conference yesterday and said: "It would not be that correct for the US to want Turkey to cancel its exercises unilaterally.
