    [01] La Commission envoie un avis motivé à la France concernant le refus de lever l'embargo sur le bœuf britannique : Paris dispose de cinq jours pour répondre

    La Commission européenne a décidé d'envoyer à la France un avis motivé en application de l'article 226 du traité CE pour refus de lever l'embargo sur le bœuf britannique : la France dispose d'un délai de cinq jours pour mettre fin à l'infraction. Si la Commission n'obtient pas une réponse satisfaisante dans le délai prescrit, M. David Byrne, Commissaire chargé de la santé et de la protection des consommateurs, suggèrera à ses collègues de saisir la Cour de justice.

    [02] Commission fines Deutsche Post, KLM, Anheuser-Busch and Scottish & Newcastle for supplying incorrect or misleading information in competition procedures

    The European Commission has adopted three decisions by which it has imposed two fines of euro 50,000 each on Deutsche Post, a fine of euro 40,000 on the Dutch airline KLM and a fine of euro 3,000 on each of the brewers Anheuser-Busch and Scottish & Newcastle. All companies had supplied incorrect or misleading information in competition procedures to the Commission.

    [03] Circulation des oeuvres audiovisuelles et formation des professionnels : la Commission adopte ses propositions pour le programme de soutien Media Plus (2001-2005)

    La Commission européenne a adopté une proposition de décision du Parlement européen et du Conseil des ministres portant sur la mise en œuvre d'un programme de soutien à la formation des professionnels de l'audiovisuel (Media Plus - Formation) ainsi qu'une proposition de décision du Conseil portant sur la mise en oeuvre d'un programme de soutien au développement, à la distribution et à la promotion des oeuvres audiovisuelles européennes (Media Plus -Développement). Ces deux décisions couvriront la période 2001- 2005.

    [04] La Commission adopte une stratégie sur la politique audiovisuelle à l'ère numérique

    La Commission européenne a adopté une communication sur les principes de la politique audiovisuelle de l'Union européenne à l'ère numérique. Cette communication fait le point sur l'adéquation des mesures réglementaires et de soutien prises ou à prendre dans les cinq prochaines années au niveau communautaire face à la forte croissance de ce secteur, liée aux rapides développements techniques. La Commission souhaite maximiser ce potentiel de croissance tout en veillant au respect de quelques principes fondamentaux.

    [05] Proposal for Council decision on European Refugee Fund

    The European Commission has adopted a proposal for a Council decision on the European Refugee Fund. The purpose of this initiative is to help achieve a balance in the efforts made by Member States to receive refugees and displaced persons. It also provides an initial response to a request made by the Heads of State or Government at the special European Council at Tampere on 15 and 16 October 1999 concerning the implementation of emergency measures in the event of a mass influx of refugees.

    [06] Report du transfert des vols à Malpensa

    Par lettre du 14 décembre 1999, Mme Loyola de Palacio, Commissaire européen en charge des transports et de l'énergie, s'est adressée au Ministre italien des transports pour demander des clarifications urgentes sur le déroulement du transfert des vols de Linate vers Malpensa. En effet, par décret du 13 décembre, les autorités italiennes ont annoncé le maintien de la phase qui devait se dérouler le 15 décembre, mais ont conditionné toute décision ultérieure à une vérification préalable de l'efficacité des mesures adoptées et de la situation en termes de normes environnementales.

    [07] Commission welcomes signature of turnkey contract for light water reactor project in North Korea

    The European Commission welcomes the signing today in Seoul of an important turnkey contract to provide two Light Water Reactor (LWR) power plants to the Democratic People's Republic of Korea (DPRK). This contract between KEDO, the Korean Peninsula Energy Development Organisation, and KEPCO, the Korea Electric Power Corporation, a South Korean contractor, marks the beginning of full scale construction work on the LWR in the DPRK. European Commissioner for External Relations, Chris Patten, said : "I welcome the signing of the turnkey contract which means that full scale construction can now take place. The European Union is an active player within KEDO alongside the Republic of Korea, Japan and the United States, and views the project as a major contribution to stability in the region." KEDO was established in 1995 following the signature of the Agreed Framework between the United States and DPRK to oversee the construction of two proliferation- resistant LWR and provide interim fuel supplies to the DPRK. For its part the DPRK agreed to freeze and ultimately dismantle its nuclear reprocessing facilities and allow regular international inspections. The EU is one of the four members of the KEDO Executive Board. The EU contribution to KEDO amounts to euro 75 million over five years, expiring at the end of 2000. Following signature of the turnkey contract, worth some US$ 4.6 billion, EU firms will be able to bid for subcontracts awarded by KEPCO for portions of the balance of the plant. South Korea will provide about 70% of the actual costs of the project and Japan will contribute about US$ 1 billion.

    [08] Poul Nielson on the future of development cooperation

    (! embargo 6 pm !) Speaking in Vienna at the presentation of the book "Future of Development Cooperation" by State Secretary Benita Ferrera- Waldner, European Commissioner for Development and Humanitarian aid, Poul Nielson, said : "following the 'Battle of Seattle' it is clear that the future benefits of continued trade liberalisation cannot be reaped without some compensation for the marginalised. While free trade without any doubt leads to global growth, there will - on balance - be severe negative consequences in certain sectors, certain countries and maybe even certain continents. The point is that the gains of the winners are sufficient to more than compensate the losers. If only we could get organised. It would be an illusion to believe that Europe or for that matter any industrialised country could stay an island of freedom, wealth and democracy, if rewards of politics and globalisations are not shared in the future."
