  • [01] Commission clears acquisition of Ericsson Energy Systems by Emerson Electric

    The European Commission has cleared the acquisition of Ericsson Energy Systems (EES) of Sweden by the American company Emerson Electric. Both companies are active in the manufacturing of energy systems for the telecommunications sector. The Commission found that the combined market shares of Emerson and EES are relatively modest and the operation will not impede competition in the EEA.

    [02] La Commission définit l'articulation entre la mise en œuvre des actions structurelles et le respect des engagements Natura 2000

    La Commission européenne a précisé hier les relations entre la mise en oeuvre des fonds structurels et du fonds de cohésion pour la période 2000- 2006 et l'application des directives "Habitats" (92/43 CE/CEE du 21 mai 1992) et "Oiseaux" (79/409/CEE du 2 avril 1979). Les modalités détaillées ainsi élaborées concernent les Etats membres qui, à la date d'approbation par la Commission des documents de programmation, n'ont pas encore communiqué leur liste des sites à protéger au titre de ces deux directives (réseau Natura 2000). Elles ont été définies par Michel Barnier, Commissaire chargé notamment de la politique régionale, en accord avec Margot Wallström, Commissaire chargée de l'environnement. Elles seront communiquées aux Etats membres concernés.

    [03] Actions against noise nuisance in the airports : the EU deeply regrets the US decision to file Article 84 Action With ICAO

    The European Commission said the filing of Article 84 Action threatens the efforts it made to try and find a reasonable solution in the current opposition between the EU and the USA. Ms Loyola de Palacio, vice-president responsible of transport and energy, lamented this decision which will make harder to find an agreement.

    [04] Philippe Busquin se félicite de la déclaration Clinton/Blair sur le génome humain

    "Le message de ne pas accorder de brevets sur génome humain et de mettre dans le domaine public les résultats de cette recherche est une très bonne nouvelle pour la science", a dit hier soir le Commissaire européen à la Recherche, Philippe Busquin. En effet, ceci correspond parfaitement à la politique communautaire de recherche qui a toujours été dirigée vers un libre accès des chercheurs à ce type de données. En outre, la discussion publique sur la biotechnologie et ses implications pour la vie quotidienne des citoyens montre clairement la nécessité de donner une dimension politique européenne à la recherche. "Tel était mon but principal en introduisant la communication sur l'espace européen de la recherche qui a comme but de mieux coordonner l'effort de recherche en Europe en vue de rester un acteur majeur sur la scène mondiale de la science", a ajouté Philippe Busquin.

    [05] 'An age of learning' : new Cedefop report on lifelong learning

    Making lifelong learning a reality requires a fundamental rethink of the role of vocational training and how people learn, according to a new report from Cedefop, the European Union agency responsible for information on vocational training. The report, which will be made available to the participants in the ministerial conference on the future of education and training in Europe in Lisbon on 17 and 18 March questions the suitability of existing policies and systems. Drawing on its position as a facilitator of information and experience exchange across Europe, Cedefop points out that lifelong learning blurs traditional distinctions between initial and continuing training, general and vocational education, and formal and non- formal learning. The report concludes that the challenge will only be met effectively if there is closer cooperation at European level supported by a clear and coherent policy framework agreed and monitored at senior political level.
