[01] Douanes : Frits Bolkestein se réjouit de l'accord intervenu au Conseil
sur la révision du Code
M. Frits Bolkestein, le commissaire européen chargé des douanes, s'est
réjoui de l'accord politique intervenu lors de la réunion du conseil
"marché intérieur" du 16mars en vue d'une position commune sur la
proposition de la Commission de rationaliser et de moderniser le
fonctionnement du Code communautaire des douanes. Cette proposition,
présentée en juin1998 (voir IP/98/496) facilitera, en particulier, le
passage aux déclarations d'importation et d'exportation "sans papier",
ainsi que la modernisation des procédures douanières. La modification
introduit également une nouvelle définition de la protection de la "bonne
foi" des opérateurs important des biens sous des régimes préférentiels. Ces
dispositions relatives à la "bonne foi" ont été introduites, et la
Commission s'en félicite, en vue de prévenir le risque de fraude inhérent
aux demandes de réduction des droits de douane sur la base de faux
certificats d'origine. Un équilibre a notamment été atteint entre la
sauvegarde des intérêts financiers de l'Union européenne et la tolérance
permettant à l'importateur de démontrer sa bonne foi, en veillant à ce que
toutes les conditions d'application des régimes de traitement préférentiel
sont remplies. Cette disposition a été introduite après que la Commission
avait menacé, en décembre1999, de retirer la proposition si des mécanismes
de prévention de la fraude plus sévères n'étaient pas adoptés (voir
IP/99/926). Une fois la position commune formellement adoptée par le
Conseil, elle sera examinée par le Parlement européen en seconde lecture.
[02] EU continues support for the return of refugees and displaced persons
in Bosnia and Herzegovina
The European Commission has adopted two decisions to support the return of
refugees and displaced persons in Bosnia and Herzegovina. The Obnova 2000
Integrated Return Programme provides financing of euro 50.1 million for a
package of measures which have been designed to ensure sustainable return
movements. The Commission has also decided to continue with support of euro
2 million to the work of the Commission for Real Property Claims (CRPC).
[03] Poul Nielson to visit Nigeria from 20-22 March and to address the ACP-
EU Joint Assembly
The European Commissioner for Development Cooperation and Humanitarian Aid,
Mr Poul Nielson, will be travelling to Nigeria to attend the 30th ACP-EU
Joint Assembly in Abuja. Mr Nielson will deliver a statement to the
Assembly and answer Members questions on Tuesday 21 March. Mr Nielson also
intends to hold bilateral meetings with the Nigerian authorities, where he
will voice encouragement for the democratic and economic reforms being
undertaken in the country. These contacts will also focus on the
development of EU-Nigeria cooperation following the lifting of sanctions on
1st June 1999. In this context, financing agreements for two new projects,
one a micro-project in the Niger Delta and the other a project in the field
of economic good governance (the Economic Management and Capacity
Programme), are due to be signed by Mr Nielson and the Nigerian government.
